Schedule LEP, Request for Change in Language Preference Form at 2: "Schedule LEP is not mandatory but can be filed with a tax return by taxpayers with limited-English proficiency to indicate their language of preference for IRS-issued written communications or change their language of preference." 

Guidance for Public Housing Agencies on the Allowability of Remote Hearings and Remote Briefings at page 5: 

"PHAs must take reasonable steps to ensure full and meaningful access to the remote hearing or remote briefing for LEP persons consistent with its obligations under Title VI of the Civil Rights Act of 1964. The obligation to provide meaningful access for LEP persons, regarding remote hearings and remote briefings, is particularly important meaning that the PHA will generally need to coordinate with a remote language interpretation service prior to the remote hearing or remote briefing."
