Right-to-Know Law / Act 3 of 2008
Obtaining Legislative Records from the Senate of Pennsylvania
Act 3 of 2008 (PDF) establishes 19 types of legislative records which are available to the public. The types of legislative records available under the Right-to-Know Law are spelled out in Section 102 of the Act 3, in the definition of "legislative record."

Of these, 16 types of legislative records apply to the Senate of Pennsylvania. In many cases, the records are easily available online and there is no need to make an official request. The following table has been prepared to help you find legislative records as quickly as possible:

If you would like to make an official request for legislative records from the Senate, your request should be in writing (postal mail, fax, or email). A sample request form (PDF) is available.

All requests should include sufficient detail to allow the Open Records Officer to locate the information requested, and should include the requester's contact information. Requests should be sent to the Senate's Open Records Officer:

Open Records Officer: W. Russell Faber
Office Address: Room 89, Capitol East Wing, Harrisburg PA 17120-3052
Email Address:
Telephone: (717) 787-7163
Fax: (717) 783-4296

You should receive a reply to your written request within five business days, pursuant to Section 901 of Act 3.

A per-page duplication fee may be assessed. The fee structure is contained in the Senate Policy Statement on Records. Generally, records will be produced at a cost of $0.25 per page.

If a request is denied in whole or in part, the response from the Senate's Open Records Officer will include information about how to appeal the decision.
