Eastern Caribbean COVID-19 Status 

Due to the increasing number of cases of COVID-19 in the Eastern Caribbean, many countries have strengthened measures to combat the further spread of the virus. We urge American Citizens to adhere to the country’s laws, regulations and health protocols in effect.

Many countries in the Eastern Caribbean have also put into place travel restrictions and other health-related measures to include mandatory health screening. Some require advance COVID testing with valid negative test results prior to arrival, testing upon arrival and retesting after a certain number of days. Arriving travelers may also be subject to mandatory quarantine and/or monitoring which may be restricted to a government designated facility or an officially approved accommodation only.

Country-Specific Information:

  • Anguilla has reported 10 confirmed cases of COVID-19 within its borders. There is currently six active case of COVID-19.
  • The use of masks is required on vessels to Anguilla and in other spaces where persons cannot maintain a physical distance of at least 1 meter/3 feet from others.

Entry and Exit Requirements: 

  • Are U.S. citizens permitted to enter? Yes
    • Permission from the Government of Anguilla is required prior to traveling.
    • Visitors can apply for entry into Anguilla at the Visitor Application Form An electronic travel authorization will be issued to your email address if your application was successful.
    • Borders are open to approved visitors from certain countries, but all are subject to prior approval, PCR tests upon arrival/return, and a quarantine of at least 10 days.
  • Is a negative COVID-19 test (PCR and/or serology) required for entry? Yes
    • All persons traveling to Anguilla are required to provide a negative COVID-19 PCR test conducted within 3-5 days prior to arrival date.
  • Are health screening procedures in place at airports and other ports of entry? Yes

Movement Restrictions:

  • Is a curfew in place? No
  • Are there restrictions on intercity or interstate travel? Yes
  • Regulation of boat use – on December 3rd, Executive Council extended the regulations governing the movement of vessels in Anguilla’s waters until January 23, 2021. The current exemptions relating to cargo, emergency services for the transportation of emergency personnel or equipment remain in place. In addition, the revised Regulation allows for:
  1. fishing to the north of the island, including at night, with the prior approval of the Commissioner of Police; and
  2. owners or boat captains to provide scheduled ferry services between Anguilla and Dutch Sint Maarten following approval of Commissioner of Police.

Quarantine Information:

  • Are U.S. citizens required to quarantine? Yes
    • All persons arriving in Anguilla from countries with a high prevalence of COVID-19 (which includes the United States) require a mandatory quarantine of 14 days in a government approved facility.
    • All persons must remain quarantined at their approved location for at least 10 days, undergo regular health monitoring, and will need to obtain a negative PCR COVID-19 test to be released from quarantine.

COVID-19 Testing:

  • All travelers will be required to be tested on arrival and, depending on the country they arrived from, will be retested on day ten or fourteen of their visit.
  • For those needing to leave Anguilla for essential reasons, the Ministry of Health offers COVID-19 PCR testing by appointment only. Persons are advised to contact the Ministry of Health at least 72 hours before their intended travel date. The test administration fee is $100US to be paid at the Princess Alexandra Hospital. The payment receipt must be presented at the time of the appointment.

Fines for Non-Compliance:

  • Persons who fail to provide complete and accurate information on the Visitor Application Form may be subject to a fine of up to $38,400 ECD or an imprisonment of 6 months, or both.

  • Antigua & Barbuda has recorded 148 confirmed cases of COVID-19 within its borders.
  • State of Emergency has been extended until December 31, 2020.

Entry and Exit Requirements: 

Are U.S. citizens permitted to enter? Yes

  • Is a negative COVID-19 test (PCR and/or serology) required for entry? Yes
    • All arriving passengers by air must have a negative COVID-19 RT-PCR (real-time polymerase chain reaction) taken within seven (7) days of their flight. This includes transiting passengers.
    • Children below the age of 12 years, entering Antigua, do not require a COVID-19 RT-PCR test.
  • Are health screening procedures in place at airports and other ports of entry? Yes
    • All arriving passengers must complete a Health Declaration Form and will be subjected to screening and temperature checks by Port Health authorities upon arrival.
    • Arriving passengers with symptoms of COVID-19 may be isolated as determined by the Health Authorities.
    • Passengers arriving by sea (private yachts/Ferry Services) are subject to quarantine according to guidelines issued by Port Health.
    • All travelers arriving by sea are also subject to assessment by Port Health Authorities for signs and symptoms through a series of checks and the completion of a health declaration form on arrival. All Marine Pleasure Craft and Ferry Services entering the waters of Antigua and Barbuda should contact the Antigua Port Authority using VHF Channel 16 at least six (6) hours prior to arrival. Instructions will be given to guide the crafts to either the Nevis Street Pier, English Harbour Ports or to a holding area.
  • Please note there have been recent incidents where passengers that have tested positive for COVID-19 have NOT been allowed to travel.All Marine Pleasure Craft and Ferry Services entering the waters of Antigua and Barbuda should contact the Antigua Port Authority using VHF Channel 16 at least six (6) hours prior to arrival. Instructions will be given to guide the crafts to either the Nevis Street Pier, English Harbour Ports or to a holding area.
  • All arriving passengers must wear a face mask on disembarkation and in all public areas. Additionally, the wearing of face mask in public spaces is  mandatory throughout Antigua and Barbuda and social/physical distancing       protocols must be adhered to.
  • Arriving passengers are asked to register with the Ministry of Health Wellness and the Environment by providing information here or by calling 1-268-462-2675.
  • Transiting passengers/Crew members who require an overnight stay will be required to proceed to a hotel or government-designated facility to await departure

Movement Restrictions:

  • Is a curfew in place? Yes
    • A curfew is in effect in Antigua and Barbuda until December 31, 2020. During this period, movement is allowed between the hours of 5 a.m. and 11 p.m. During the curfew hours of 11 p.m. to 5 a.m., only essential services will be allowed to operate within public spaces.
  • Are there restrictions on intercity or interstate travel? No
    • If you are a visitor to Antigua, travel to Barbuda is allowed as an excursion.

Quarantine Information:

  • Are U.S. citizens required to quarantine? Yes
    • Persons travelling from countries within the CARICOM Travel Bubble will be exempt from quarantine. However, all other arriving passengers will be monitored for COVID-19 for periods of up to fourteen (14) days in accordance with the directions of the Quarantine Authority and the Quarantine (COVID-19) Guidelines.
    • The CARICOM regional travel bubble includes Anguilla, Antigua and Barbuda, Barbados, British Virgin Islands, Grenada, Dominica, Montserrat, St. Lucia. St. Kitts and Nevis, and St. Vincent and the Grenadines.
    • Visitors may be required to undergo testing for COVID-19 on arrival or at the hotel or place of lodging as determined by the Health Authorities.
    • If tested positive, visitors may be subject to isolation. Additional lodging may be at the visitor’s expense. U.S citizens are urged to contact the hotel for details.
    • The recommended quarantine period for COVID-19 is 14 days. However, if you test negative for COVID-19 using a test approved by the MOHWE, you may be released from quarantine.

COVID-19 Testing:

  • If you are tested on arrival and are awaiting results you need to adhere to the instructions of the Quarantine Authority. There is a cost of US$100 for the test. The cost is payable to the Quarantine Authority.
  • Should you feel as if you are showing signs of COVID-19, please contact the COVID-19 Hotline at +1 (268) 462-6843 immediately, where a member of the Government of Antigua and Barbuda’s medical team will take your call. Please follow their instructions after the call.  If you are at a hotel, please inform a member of your hotel team, who will advise you on your next steps.

    • Commercial passenger transport vehicles are permitted to carry only 50% of the vehicle seating capacity.
    • All commercial vehicles used for passenger transport must be kept clean, must be sanitized after each trip, and must be equipped with hand sanitizer.

Fines for Non-Compliance:

  • Failure to comply with any order, guideline or direction of the Quarantine Authority commits an offence and can be fined EC$10,000 or imprisonment for 6 months in prison, or both. Details of the Quarantine Act can be viewed

  • Barbados has recorded 297 confirmed cases of COVID-19 within its borders.
  • Since May 12, all of Barbados’s reported COVID-19 cases have originated with arriving visitors who were screened by Barbados health authorities.
  • Travelers to Barbados must adhere to all COVID-19 protocols.
  • Social distancing measures is 6 feet.

Entry and Exit Requirements: 

  • Are U.S. citizens permitted to enter? Yes

    • All travelers must complete the Online Immigration/Customs form at travelform.gov.bb and submit 24 hours prior to travel.
    • A traveler’s risk category will be determined by the highest risk level associated with any country that they have traveled to or transited through within 21 days prior to travel to Barbados. The United States is currently considered a high-risk country.
  • Is a negative COVID-19 test (PCR and/or serology) required for entry? Yes
    • It is mandatory for travelers from high and medium-risk countries to take a COVID-19 PCR test from an accredited or certified facility / laboratory within 72 hours prior to arrival to enter Barbados.
    • Travelers from high and medium-risk countries who haven’t submitted proof of a negative COVID-19 PCR test result may be denied entry to the country.
    • Persons from High-Risk countries with a valid negative COVID-19 PCR test result will be quarantined at a designated holding hotel or approved villa at their own expense, or free of charge at a government facility, and will be monitored daily for the onset of symptoms.
    • Persons travelling from Medium-Risk countries who arrive with a valid negative COVID-19 PCR test result will be permitted to leave the airport after clearance by Immigration, Customs and Port Health Officials. They will then be subject to a second COVID-19 PCR Test taken 4-5 days after the last negative test.
    • Persons from low-risk countries, in order to expedite processing through the airport, are strongly advised to take, and will be allowed to present results of, tests taken up to five days prior to arrival. Persons from Low-Risk countries who arrive with a valid negative COVID-19 PCR test result will be permitted to leave the airport after clearance by Immigration, Customs and Port Health Officials. If you arrive without a negative COVID-19 PCR test, you will be required to take one upon arrival.
    • Persons travelling from countries within the Very Low Risk category, who have not travelled to or transited through any country designated as High, Medium or Low-Risk within 21 days prior to travel to Barbados, will not be required to take a COVID-19 PCR test prior to or on arrival. These travelers will be permitted to leave the airport after clearance by Immigration, Customs and Port Health Officials.
  • Are health screening procedures in place at airports and other ports of entry? Yes
    • The type of public health measures taken upon your arrival and during your stay will be dependent on the risk category of the country you are travelling from.
    • Before disembarking, have your COVID-19 PCR test result visible (if applicable). These results will be screened for validity by the Ministry of Health and Wellness in Barbados.
    • Persons travelling from High and Medium-Risk countries will be monitored for a period of 7 days. Travelers must take a second COVID-19 PCR test between 4-5 days after the last negative test accepted by the Barbados Ministry of Health. If the traveler obtains a negative result, that person will likely be released.
  • Masks must be worn while at the airport in Barbados.
  • Specific travelers who have non-standard circumstances that need to be addressed, are advised to contact The Ministry of Health and Wellness via cmo@health.gov.bb at least 72 hours prior to travel to Barbados to have their requests investigated and facilitated. Specific travelers include: Diplomats; Persons with a medical condition warranting special consideration (to be certified by the Chief Medical Officer (CMO)); Persons with a disability or travelling with persons with disabilities.
  • Travelers under 5 years of age will not be required to have a COVID-19 PCR test unless they are symptomatic, or any member of the travel party has a positive test result.
  • Unaccompanied minors will be required to have a valid negative COIVID-19 test result to enter Barbados.

Quarantine Information:

  • Are U.S. citizens required to quarantine? Yes
    • Persons from High-Risk countries with a valid negative COVID-19 PCR test result will be quarantined at a designated holding hotel or approved villa at their own expense, or free of charge at a government facility, and will be monitored daily for the onset of symptoms. These persons will be required to take a second COVID-19 PCR test between 4-5 days after the last negative test accepted by the Ministry of Health and Wellness. Persons will typically be released once the test result is negative.
    • Visit com for list of designated holding hotels. Any villa to be used for the purpose for quarantine must first be approved by the Ministry of Health and Wellness. Request for villa approval must be submitted to the Ministry of Health and Wellness at least 72 hours prior to travel.
    • Those persons who are deemed to have been in close contact with a positive case will be quarantined at approved facilities.

COVID-19 Testing:

  • All travelers from High and Medium-Risk countries must arrive with a valid negative COVID-19 PCR Test or will possibly be denied entry into Barbados.
  • Travelers from Low-risk countries are encouraged to arrive with a valid negative COVID-19 PCR test taken within 5 days of arrival but can be tested upon arrival.
  • Effective October 1st, persons from High and Medium-Risk countries will be required to take a second COVID-19 PCR test 4-5 days after the last test accepted by the Ministry of Health and Wellness.
  • Persons requiring a COVID-19 PCR test prior to travel from Barbados must submit the request at least 72 hours prior to travel via pcrtest@visitbarbados.org.
  • Report any COVID-19 symptoms to public health officials by calling the COVID-19 hotline or contacting relevant hotel/accommodation management.
  • If your test is positive, you may request the option to self-isolate at a designated villa or hotel under strict stipulations that must be signed and accepted and proven to be in place. Alternatively, you will be transported to a government facility for isolation, where you’ll stay until you’ve recovered. Upon recovery, you can resume your vacation or return home.

Fines for Non-Compliance:

  • Persons who have been ordered to self-quarantine in their homes but fail to do so are guilty of an offence under the Health Services (Communicable and Notifiable Diseases) Regulations. Failure to comply may result in the offender being placed in mandatory quarantine at a health facility. Disobeying COVID-19 directives can also result in a maximum fine of $50,000.00, or imprisonment of up to 12 months or both.

Country-Specific Information:

  • The British Virgin Islands has reported 76 confirmed cases of COVID-19 within its borders.
  • The Territory’s air borders opened to visitors on December 1. For more information email reopening@bvitourism.com or contact +1-284-496-6129 via WhatsApp. Maritime restrictions are still in place and require prior approval by the Governor.

Entry and Exit Requirements:

  • Are U.S. citizens permitted to enter? Yes
    • S. citizens need a BVI Gateway Traveller Authorisation Certificate which can be obtained via an online portal, called BVI Gateway at http://bvigateway.bviaa.com/. Applications must be completed 48 hours prior to traveling. Each traveler including children must complete an application. On completion of the application you will be prompted to pay $175 for your COVID-19 entry fee.
    • Travelers will be required to download contract tracing software to their mobile phone.

  • Is a negative COVID-19 test (PCR and/or serology) required for entry? Yes
    • A negative PCR test result should be obtained five days prior to arrival.
    • All travelers will be required to test on arrival. Once the result is negative, they will be allowed free movement within the territory.
    • On the fourth day after arrival, travelers will be required to take another PCR test, and once this test also returns negative, travelers will be able to move within the Territory, without limitation.

Movement Restrictions:

  • Are there restrictions on intercity or interstate travel? Yes
    • Persons operating vessels within Territorial waters must do so between 5:00 a.m. and 6:00 p.m. except for ferry operators who may travel between the hours of 5:00 a.m. and 8:00 p.m.

Quarantine Information:

  • Are U.S. citizens required to quarantine? Yes
    • All passengers are subject to mandatory quarantine for at least 4 days in pre-approved accommodation until they test negative for COVID-19. Should a person test positive at any point after arrival, they will be isolated, and care provided as needed for a minimum of 10 days.

If you are staying at an Approved Travel Accommodation, you must enter proof of payment for the required minimum 5-day accommodation.

COVID-19 Testing:

  • If you experience any symptoms related to COVID-19, contact the Medical Hotline at +1 284 852-7650 to schedule an appointment for testing. There is a fee for the test.

Transportation Options:

  • Is public transportation operating? Yes
    • Passenger seating should be staggered (only one passenger per row). Passengers should not occupy the front sear adjacent to the driver.
  • Any person who operates a private or commercial vessel is prohibited from operating the said vessel within the territorial waters, except where such person is approved by the Governor, in consultation with the Minister responsible for fisheries and agriculture, to operate:
    • A fishing vessel
    • An intra-island ferry, provisioning barge, or any other vessel in exceptional circumstances

Fines for Non-Compliance:

  • Persons who are found to be breaking curfew or failing to wear a face mask or social distance could be issued a fine on the spot – $100 for individuals and $1000 for businesses. Businesses can risk being shut down if they fail to enforce social distancing measures or open without authorization. Individuals will also be able to report non-compliance or any concerns to the Police by calling 311.

  • Dominica has recorded 88 confirmed cases of COVID-19 within its borders.
  • The physical distance measure is 3 ft.
  • Travelers must observe physical distancing guidelines
  • Travelers must practice good respiratory and personal sanitization.
  • Travelers must follow all instructions of health care staff and officials.
  • The wearing of masks is mandatory in all public spaces.

Entry and Exit Requirements:

    • All travelers must:
    • Is a negative COVID-19 test (PCR and/or serology) required for entry? Yes
      • Travelers from High, Medium, and Low-Risk countries are required to submit a negative COVID-19 PCR test taken 24-72 hours prior to arrival.
      • All travelers will be required to undertake a Rapid Diagnostic Test upon arrival, including travelers from the CARICOM “Bubble,” which currently is only Barbados. If negative, travelers will be conveyed to immigration and customs for processing.
      • If a traveler exhibits high temperature, high risk alert from questionnaire or positive rapid test:
        • Travelers will proceed to secondary screening area
        • A PCR test will be administered to the traveler
        • Travelers will be conveyed to mandatory quarantine at a government approved facility or a government certified hotel at the traveler’s expense awaiting results
        • If the test result is positive, traveler may be quarantined until released by an authorized health professional.
      • Are health screening procedures in place at airports and other ports of entry? Yes
        • Travelers will be required to sanitize their hands at sanitization stations as directed, be required to undergo a health assessment to include a temperature check and provide confirmation of the health questionnaire and negative PCR test results.
        • All travelers must submit to scheduled and unscheduled checks by medical professionals, which may be in person or via telephone.
      • Traveler will be required to wear a face mask at all times during the arrival process up to and including departure from the airport.
      • Departure from Dominica
        • Vehicles will only be permitted to enter the air and seaport with the driver and persons due to travel.
        • Travelers must wear face masks at all times during the departure process until departure from the airport.
        • Travelers must observe physical distancing.

Movement Restrictions:

  • Are there restrictions on intercity or interstate travel? No

Quarantine Information:

  • Are U.S. citizens required to quarantine? Yes
    • Travelers that have been present in a High-Risk country within the last 21 days are required to quarantine. The U.S. is currently designated as a High-Risk country.
    • All travelers from High-Risk countries are only allowed to book and stay at COVID certified accommodation or a Government operated quarantine facility. On the 5th day of stay in Dominica, a PCR test will be administered. If negative, travelers will be released from quarantine and may leave their accommodation. If test result is positive, visitors will be in isolation until they test negative. Hospital fees apply to visitors in isolation.
    • Travelers from Medium-Risk Countries will be monitored at their place of residence for 14 days. Alternatively, they can take a PCR test on their 5th day and if negative, be released from monitoring.
    • Travelers from Low-Risk Countries will be monitored for 7 days at their place of residence.
    • Travelers from the CARICOM Bubble (Barbados) will not be required to quarantine if rapid test is negative upon arrival.

COVID-19 Testing:

  • Airport testing on arrival: Rapid tests are free of charge. Travelers from High-Risk countries will be required to take a PCR test 5 days after arrival. The PCR test costs US$40.00 or EXCD$100.00. Rapid test results will be provided within 30 minutes and PCR test results take about 24-48 hours.
  • If you need COVID-19 testing while in Dominica, follow these procedures:
    • Call +1(767) 611 3905 to make an appointment.
    • Get a requisition from the District Medical Officer at the Roseau Health Center in the Botanical Gardens on Valley Road in Roseau.
    • Pay for the test at the accounts department at the Dominica-China Friendship Hospital (the former Princess Margaret Hospital) located on Upper Charles Avenue in Goodwill.
    • Present your receipt to the secretary at the office of the Primary Health Care Services at the Roseau Health Center.
    • Have your test done at the Roseau Health Center.
    • Anticipate at least 48 hours before test results are available.

    • Passengers and driver must wear a mask inside the vehicle at all times.
    • The number of passengers will be limited to 70% capacity to allow for physical distancing.

Fines for Non-Compliance:

  • Dominican nationals and non-nationals who fail to adhere to a mandatory quarantine order are subject to a penalty of EC $5,000 or six months imprisonment. All arrivals to Dominica who provide false information on the health questionnaire are subject to a penalty of EC $1,000 or three months imprisonment.
  • Persons who fail to wear a mask in a public setting will face a fine of $75.

  • Montserrat has recorded 13 confirmed cases of COVID-19 within its borders with zero active cases.
  • The maximum numbers of persons allowed to gather is 50.
  • Persons are required to wear face coverings in business places.
  • Shops, restaurants, and bars can open as normal, but must put in place and enforce a strict social distancing policy (six feet) and have approval from the Ministry of Health. Hairdressers, spas etc. can only operate on an appointment basis.

    • After five days in the designated quarantine facility, individuals must pay the prescribed fee for the PCR COVID-19 test and undergo a PCR COVID-19 Test. Team members from the Ministry of Health will visit the quarantine location and collect the sample for testing.  The results will be communicated the following day. Once the PCR Test indicates that the individual is not infected with COVID-19, he or she will be allowed to leave the facility.
    • The Government of Montserrat has certified 5 properties as quarantine facilities. Individuals who intend to quarantine in a designated quarantine facility must make arrangements with the owner of the designated quarantine facility. These arrangements must be made prior to entering Montserrat. Additionally, individuals who are staying at the quarantine facility will be responsible for paying the cost to the owner of that facility.

  • On Tuesday April 7, 2020, the Parliament of St. Vincent and the Grenadines passed the Public Health (Amendment) Act (2020) which imposes a fine of $2000 each time the offence is committed or six (6) months in prison for breaching a quarantine order.
