Support Anti-terrorism by Fostering Effective Technologies Act of 2002
Special Announcements
Due to the continuing COVID-19 pandemic and resulting issues with funding, the Office of SAFETY Act Implementation (OSAI) is experiencing significant delays in evaluating submissions of all types (Full Applications, Pre-Applications, Renewals, Modifications, Contours, etc.) At this time Applicants may experience a 21 to 30-day delay in their review timelines due to the high volume of submissions and staffing shortages due to funding delays. For evaluations that include substantial input from points of contact (POCs), there may be additional delays subject to OSAI's ability to reach them. For submissions that include POCs, OSAI strongly recommends Applicant's ensure, prior to submission, that the POCs will be available to speak with a representative from OSAI or the Institute for Defense Analysis (IDA) via phone or email.

  What is the SAFETY Act?

The SAFETY Act provides important legal liability protections for providers of Qualified Anti-Terrorism Technologies - whether they are products or services. The goal of the SAFETY Act is to encourage the development and deployment of effective anti-terrorism products and services by providing liability protections.

SAFETY Act Consultation and Assistance:
The SAFETY Act liability protections apply to a wide range of anti-terrorism products, systems, and services. A private sector entity must apply for protections for the Department of Homeland Security to determine if their offering is a Qualified Anti-Terrorism Technology. The Office of SAFETY Act Implementation (OSAI) encourages the private sector to engage with our office prior to submitting a full application.
