What is the Environmental Management System?

Executive Order (EO) 13148 “Greening the Government through Leadership in Environmental Management” requires all DoD installations worldwide to implement an environmental management system (EMS) to improve their environmental performance.

  • An Environmental Management System (EMS) is simply a systematic approach to managing an organization's environmental concerns. The expected outcome is continual improvement in environmental performance.
  • By setting an environmental policy, then identifying organizational environmental concerns (Aspects Identification) and defining what will be done to control them (Objectives and Targets), planning is accomplished after improvement programs are set up.
  • By establishing organizational structure, personnel responsibilities, competency and training, implementation begins. Communication practices, documentation control, operational control and emergency preparedness define the operation portion of an EMS.
  • An organization's methods for measuring and monitoring its environmental impacts is also conducted, along with practices for identifying non-conformances and for implementing corrective and preventive actions. These activities along with routine auditing constitute the EMS checking and corrective action phase of the program.
  • Finally, all EMSs should have routine management reviews built in to evaluate the performance of an EMS and make recommendations for improvement.
