Findings and Resources from CB Evaluations of Training and Technical Assistance

Capacity Building Collaborative Evaluation Logo.

From 2014 through 2020, the Children’s Bureau funded a multi-year study to evaluate the services of the Child Welfare Capacity Building Collaborative. Below are briefs and reports developed under this study, including the final evaluation report and executive summary highlighting key findings, a description of the framework and methods used in the Cross-Center Evaluation of the Capacity Building Collaborative, and the conceptual approaches to understanding capacity building in the context of child welfare.

Supporting Change in Child Welfare logoFrom 2009-2014, the Children’s Bureau funded an evaluation of two groups of Training and Technical Assistance providers –regional Child Welfare Implementation Centers (ICs) and National Child Welfare Resource Centers (NRCs). These 15 centers provided varying levels of T&TA to States, Tribes and territories. This section includes a final report detailing the study’s findings and implications, an Executive Summary, two-page synopsis of the report, a series of four tip sheets for T&TA providers and recipients, and a series of four evaluation briefs.

Tip Sheets for Training and Technical Assistance Providers and Recipients

A series of four tip sheets summarizes implications from the 2015 report Supporting Change in Child Welfare: An Evaluation of Training and Technical Assistance. Intended for T&TA providers and recipients, these one-page tip sheets offer strategies for delivering or receiving T&TA based on key evaluation findings, themes, or implications.

Evaluation Briefs

A series of four evaluation briefs summarizes evaluation methods and findings from the 2015 report Supporting Change in Child Welfare: An Evaluation of Training and Technical Assistance. These four-page briefs highlight the approach and issues around measuring the effectiveness of T&TA delivered to child welfare agencies and courts. The briefs may be of interest to evaluators, program administrators, and T&TA providers and recipients.

The Use of Implementation Projects to Support Change in Child Welfare - This topical paper summarizes (1) T&TA, implementation, and evaluation strategies to support systems change in child welfare agencies, and (2) related outcomes.
