Standards for Success

The U.S. Department of Housing and Urban Development (HUD) Standards for Success (SfS) is HUD’s standardized reporting framework for its discretionary-funded programs. The framework’s main tenets are: (1) standardization of data elements, measures, definitions, metrics, and reporting periods across HUD programs; (2) alignment of programmatic data elements and measures with higher-level agency priority goals and objectives; and (3) the utilization of record-level reports for greater analysis and responsiveness of programs.

HUD is implementing this approach incrementally over multiple years that will refine the methodology, the data collected, and the tools developed. In Federal Fiscal Year (FY) 2020, SfS applies to the following:

  • Multifamily Housing Service Coordinator Program Grants
  • Multifamily Housing Budget-Based Service Coordinator Program Sites
  • FY 2016 Resident Opportunities and Self-Sufficiency (ROSS) Program Grants
  • FY 2017 Resident Opportunities and Self-Sufficiency (ROSS) Program Grants
  • FY 2018 Resident Opportunities and Self-Sufficiency (ROSS) Program Grants
  • FY 2019 Resident Opportunities and Self-Sufficiency (ROSS) Program Grants

Important: If you are a Multifamily Housing Budget-Based Service Coordinator Program Site that will be reporting under SfS for the first time and do not use American Association of Service Coordinators (AASC) Online or FamilyMetrics software, then you need to register for SfS.

If you choose to use another case management system, it must render for submission either an XML or Excel file per the HUD-provided XML and Excel file templates.
