Get Some Background

The GSA Leasing Certification Program for Real Property (LCP) is specially designed for GSA's Leasing Contracting Officers (LCOs) responsible for managing 10,000 leases across government. GSA established this program not only to meet requirements established through the OFPP Memorandum, "Revisions to the Federal Acquisition Certification in Contracting (FAC-C)," but to recognize the critical and valuable role that leasing officers play in the federal acquisition.

The OFPP memo requires that all contracting officers, regardless of series, be FAC-C certified in accordance with agency policy. Since leasing is not regulated in the Federal Acquisition Regulation (FAR), the Senior Procurement Executive determined that a specific Leasing Certification Program would be cost effective and germane to the professional development of the Leasing Contracting Officers. OAP and the Office of Leasing prepared this alternative certification program, the LCP, for LCOs.

Know how will this affect your warrant

Unless terminated, warrants issued as of September 30, 2015, remain valid. To maintain the warrant, LCOs will be required to complete training in accordance with the schedule set forth below and consistent with COWP requirements at GSAM 501.603. All LCOs, regardless of warrant threshold, must attain LCP Level I no later than June 30, 2016. LCOs with higher warrant thresholds must attain the appropriate LCP level according to the implementation schedule below.

Understand the Experience, Education and Training Requirements

The LCP requires one year of experience for a Level I, two years for a Level II and four years for a Level III. All certification levels require a baccalaureate degree from an accredited institution or 24 college semester hours of business credits. All LCOs with warrants, permanent or interim, issued prior to September 30, 2015, are grandfathered into the education portion of the certification requirements.

Please refer to Attachment C for complete details.

iv - The GSA-Only training is available in the GSA Online University. After completion the pdf of the certificate must be downloaded and uploaded into FAITAS with the LCP certification request.

v – For the Project Management requirement- Any of the FAC-P/PM curricula or other applicable program and/or project management training may be used to satisfy this requirement. The attainment of FAC-P/PM certification is not required as part of this program. A list of options for consideration for this requirement is maintained collaboratively between the ACM and PBS Office of Leasing and is posted on the Acquisition Portal for BCMs to reference when processing requests for certification.
