Service Contract Inventory

Office of Management and Budget (OMB) Memorandum - Service Contract Inventories (SCIs), dated December 19, 2011, requires certain federal agencies to develop an annual inventory of all service contracts valued greater than $25,000. GSA utilized Federal Procurement Data System (FPDS) information and contractor submitted data to develop the FY16 agency inventory report. Service Contract Inventories are used by GSA to better understand how contracted services are utilized across the agency in order to support GSA's primary mission, to ensure that GSA maintains a balanced workforce, and to prevent over-reliance on contractor support staff. GSA incorporates the information from this analysis into the Agency human capital planning and development processes.
