Dr. Bullock received his Doctorate from the Virginia Polytechnic Institute & State University and is a Licensed Substance Abuse Treatment Practitioner and Clinical Professional Counselor in Maryland and Virginia. Dr. Bullock has been recognized for exceptional teaching, mentoring, and leadership activities as a preceptor for the Washington Navy Yard, Bethesda/Walter Reed Hospital, and Annapolis Naval Academy Substance Abuse Rehabilitation Programs. Dr. Bullock also has published numerous articles, including one on Mental Health and Substance Abuse Professionals' Attitudes Toward Dually Diagnosed Clients in a Community-Based Treatment Center. Before joining CSAT, Dr. Bullock was previously the Program Director at the Re-Entry and Sanctions Center (RSC), which is a specialized program that provides for the care, assessment, and treatment readiness needs of offenders with substance use and co-occurring mental health disorders. As Director, he provided oversight for implementing a strategic vision consistent with the agency's mission to promote successful reintegration into society by linking offenders with preventive interventions to address identified Behavioral Health, Employment, and/or Housing Needs. Previously, Dr. Bullock was the Substance Abuse Services Bureau's Director, Arlington County Department of Human Services. In this role, he provided leadership for the provision of administrative, operational, and programmatic aspects for the Substance Abuse Bureau's treatment programs. He was responsible for designing and monitoring quality assurance evaluation systems for the substance abuse programs and the preparation and oversight for a 5 million dollar budget, including local, state, and federal funding.
As Director, Dr. Bullock had several critical initiatives including the Arlington Drug Court program which is designed to be an alternative to incarceration for probation violators who also have a substance use disorder; Medication Assistant Treatment Program where he was responsible for the design and implementation of the Substance Abuse Bureau's comprehensive treatment program (pharmacotherapy and psychosocial therapy) in an office-based setting for adult patients diagnosed to have opioid use disorders.
