Providing the Safest Direction to the Public During Disasters. Protective Action Guidance with FEMA's ICPD.-20201209 1800-1
Join ICPD to learn more about how FEMA’s Protective Actions Research site can help Alerting Authorities to share research-based guidance to the public during emergencies.
FEMA’s Individual and Community Preparedness Division (ICPD) builds a culture of preparedness by connecting individuals, organizations, communities, and families with research and tools to build and sustain capabilities to prepare for any disaster or emergency. Through its Protective Actions Research, ICPD uses peer-reviewed articles, in-depth research, and subject-matter expert review to develop research-based actions that anyone can take to prepare for, keep safe during, and recover from a disaster. In 2020, ICPD launched the Protective Actions Research site, which contains guidance for 12 hazards.
During the webinar, ICPD will demo the site, provide insight into how the research is developed, and highlight site features that can help alerting authorities to provide guidance to the public.

Tribal Nations and IPAWS. How Do They Connect?-20201118 1800-1
FEMA’s Integrated Public Alert and Warning System (IPAWS) and Navajo Nation Emergency Management will conduct an informational webinar Wednesday, November 18, 2020 1:00 PM-2:00 PM EDT. The purpose will be to provide an overview of IPAWS as well as discuss how Tribal Nations can utilize IPAWS. Additionally, outlining the Memorandum of Agreement (MOA) process for Tribes to connect to IPAWS.
The Navajo Nation was among the first alerting authorities to issue a live wireless emergency alert for a COVID-19 response when 49 initial cases of COVID-19 were confirmed on the western part of the reservation. IPAWS enables public safety officials the capability to deliver a single alert simultaneously through multiple communication devices, reaching as many people as possible to save lives and protect property.
The Navajo Nation is comprised of 110 chapters (local jurisdictions) 11 counties, two satellite reservations, and 7 police districts covering 27,000 square miles. It extends into three FEMA Regions and states to include: Region 6 (New Mexico), Region 8 (Utah), and Region 9 (Arizona). IPAWS is a free internet-based tool that tribal officials can use to issue public alerts and warnings, such as severe weather alerts or AMBER alerts to their citizens.
Lavina Willie-Nez, Deputy Director of the Navajo Division of Public Safety Department of Emergency Management was the one to “push the button” to send the alert because “our people are very significant”. She, along with the Navajo Nation’s Emergency Management Director, Harland Cleveland will discuss their experience using IPAWS on the webinar and take questions and answers posed through Cisco WebEx.
Tribal emergency management as well as others interested in connecting with IPAWS, are encouraged to join the webinar. No registration is required.

WEA & the Web-20201030 1701-1
The Integrated Public Alert and Warning System (IPAWS) Program Management Office (PMO) invites you to an IPAWS Webinar on Friday, October 30, 2020, 1:00 PM EDT.
IPAWS enables alert originators to embed web addresses – Uniform Resource Locators or URLs – into Wireless Emergency Alerts (WEAs). URLs can link to additional information that normally wouldn’t fit in a WEA such as: more detailed instructions, multimedia, alternate languages, and links to products and services that assist those with disabilities and access and functional needs.
We know that some have faced challenges with including URLs. Please join Jody Smith, IPAWS Engineering, and Sgt. Ed Bertola, California Highway Patrol, as they offer some practical recommendations:
• Formatting links correctly
• Using link-shortening services
• Preparing for heavy usage
• Linking to social media
• Testing for mobile usability
• Practicing with the IPAWS Lab
A demonstration from the IPAWS Lab will follow!
Due to the variety of wireless providers, mobile phones, operating systems, and software versions in use, this webinar can't guarantee universal success with your URL. However, please join for important guidance on how to avoid known pitfalls and how to best use this capability to alert and warn the public.

Cross/Multi- Jurisdictional Alerting Coordination-20200715 1700-1
Coordinate with your mass notification neighbors! Did you know that IPAWS supports cross/multi-jurisdictional alerting? The IPAWS Program Management Office (PMO) has observed an upward trend in requests from alerting authorities for cross/multi-jurisdictional alerting permissions. What does this mean? It means that IPAWS can support localized or regional shared alerting responsibilities. How? Let us explain and provide you a panel of alerting authorities who utilize cross/multi-jurisdictional capabilities. Some situational examples may include:
•Geography and/or close proximity localities that may benefit from cross-jurisdictional permissions
•Jurisdictions that may not be manned 24/7 and may benefit from backup coverage
•Situations where backup alerting services are mutually shared
•Etc.… The list does not stop here
Please join us for a webinar that will focus on peer Panelist discussions regarding the benefits and implementation process of cross/multi-jurisdictional alerting. Each panelist brings a different perspective on how shared alerting permissions have benefited their localized alert and warning policies and procedures.Guest panelists will include:
•John Dooley, IPAWS Program Manager, Division of Emergency Communication Networks (Minnesota)
•Aaron Kenneston, Emergency Manager, Washoe County Emergency Management & Homeland Security (Nevada)

IPAWS-OPEN 3.11 Release and FirstNet Authority-20200624 1701-1
What's Coming in IPAWS Version 3.11?
IPAWS will release version 3.11 in early August. Please join IPAWS Chief Engineer Mark Lucero for an overview of the new release and what it means for you. This webinar is intended for all stakeholders and should be of particular interest to software developers, so please plan on attending.
FirstNet and the App Catalog...
The First Responder Network Authority (FirstNet) mission is to deploy, operate, maintain, and improve the first high-speed, nationwide wireless broadband network dedicated to public safety. Since its launch in 2018, FirstNet has grown to over 1.3 million cellular connections and 12,000 public safety agencies.
A unique feature of FirstNet is an applications catalog with vetted apps designed for use by responders during daily incidents, but also resilient and scalable for use during disasters. Applications using IPAWS are eligible for listing and certification in this catalog.
This webinar will briefly introduce the FirstNet network, and then discuss the app catalog and vetting process in more detail. Our presenter is William Schrier, FirstNet Senior Advisor, Products and Solutions. Bill is the former Chief Information Officer (CIO) of the Seattle Police Department and former CIO/Chief Technology Officer (CTO) of the City of Seattle.

WEA Testing: Could You? Should You? How Do You?-20200513 1704-1
With the WEA enhancements released in December 2019, perhaps one capability has been overlooked and not utilized. Are you aware that you can test WEA without requesting a waiver from the FCC? WEA enhancements include the ability to send test messages to WEA similar to the routine tests of the Emergency Alert System (EAS), which we are all familiar with. The uniqueness of WEA testing is that it allows you to assess the effectiveness of WEA in your jurisdiction without disrupting the public. How? Let us explain.
The IPAWS PMO will host a webinar to discuss WEA testing options and how to implement the capability into your alert and warning practices. Guest panelists will discuss how they have utilized the WEA testing capability to meet their testing and exercise needs, their experiences, and recommendations. All of which may benefit you when considering implementation of WEA testing.
Guest panelists:
•James Wiley, Attorney Advisor, Federal Communications Commission
•Rob Dale, Emergency Management Planner, Ingham County, Michigan Office of Homeland Security and Emergency Management
•Archer Stark, Shift Lead, Situational Awareness Unit with the Virginia Department of Emergency Management
