SOLICITATION UPDATES:

Solicitation: 89243320NAU000002, AU Protective Force Security Support Services, The U.S. Department of Energy (DOE), National Energy Technology Laboratory (NETL) on behalf of the Office of the Associate Under Secretary for Environment, Health, Safety Operations, and Security (AU) has issued a DRAFT Request for Quotations (RFQ) for Security Support Services on November 9, 2020. This RFQ is issued under the General Services Administration (GSA) Schedule 84 as unrestricted full and open competition.  All responsible business sources who currently hold a contract award under GSA Schedule 84 may submit a quotation which shall be considered by the agency.  The purpose of this requirement is to provide all contract management oversight, supervision, and quality control over its technically trained personnel to provide routine and emergency protective force services for all DOE Headquarters locations.  All questions related to this DRAFT RFQ must be submitted no later than Friday, November 27, 2020 at 4:00 pm local time.  The RFQ is available on GSA eBuy (https://www.ebuy.gsa.gov) and this Reading Room.

The Site Administrative Support (SAS) services contract will not be recompeted in its current form.  The predominate services provided under this contract, currently and on-going, fall under communication and public affairs support.   DOE has a Blanket Purchase Agreement (BPA) in support of the department’s Office of Public Affairs for communications support services that is available to all DOE.  Use of the BPA will support the Government’s initiatives in Category Management and Best-in-Class contract vehicles.  It is NETL’s intent to issue a BPA call against that existing DOE BPA for the support needed to be continued related to communications and public affairs.

Solicitation: 89243320NFE000031: The U.S. Department of Energy (DOE), National Energy Technology Laboratory (NETL), has issued a Sources Sought Notice on January 31, 2020 to conduct market research in order to identify contractors capable of providing Mission Execution and Strategic Analysis services for NETL. The purpose of this notice is strictly for information and planning purposes and is not to be construed as a commitment by the Government. All interested parties responding to this Sources Sought Notice must submit their responses no later than 4:00 PM Eastern Daylight Time on March 16, 2020. Solicitation 89243318RAU000002: The U.S. Department of Energy (DOE), National Energy Technology Laboratory (NETL) on behalf of the Office of the Associate Under Secretary within the Office of Environment, Health, Safety and Security (EHSS) issues this competitive RFP 89243318RAU000002 as a 100% 8(a) small business set-aside for TECHNICAL SECURITY, COMMUNICATIONS SECURITY, CYBER, ANAYLSIS AND SECURITY ADMINISTRATION support on Friday, April 19, 2019. The purpose of this requirement is to provide personnel, facilities, equipment, materials and services necessary to fulfill the requirements of the DOE Technical Security Program (TSP). The DOE TSP requires Technical Security in the areas of TSCM, TEMPEST, COMSEC, and associated Supporting Services (Administration, Cyber, Analytics, etc.) for EHSS which is responsible for security policies, security-related technical support, security training, operation of certain facilities, and emergency management.

Purpose:

The electronic reading room is part of NETL's strategy to provide information that may benefit potential offerors in preparing their proposals. The information is provided to assist the reader in gaining an enhanced understanding of the requirement.

The electronic reading room is living document with regular updates as new solicitations are anticipated and developed and new information is made available; changes should be expected throughout the solicitation process and up to the issuance of each new solicitation. It is expected that this reading room will be the link to future information provided for each of the follow-on contracts.

It is planned that this reading room will work in conjunction with Beta.SAM and Fedconnect for release of offeror notifications as we progress through the solicitation process.

This information should always be viewed as being "draft" until the solicitations are officially released to the public.


Summary Information:

The current contract structure represents six major site support contracts: 

Research and Engineering Services/Support, Mission Execution and Strategic Analysis Support, Information Technology, Operations and Maintenance Services/Support, Support Administrative Services, Site Operations Services/Support, and Site Security Services. 

In addition, NETL has support services for other services such as A&E Services that may be posted to this electronic reading room.
