Operational Technology and Cyber Division (OTCD)

HSI's Operational Technology and Cyber Division (OTCD) supports the U.S. Immigration and Customs Enforcement (ICE) and the Department of Homeland Security by improving methods for managing different types of information and operational technology, and directing how these tools are shared with other agencies and organizations. Programs and projects under OTCD focus on merging methods and technology that result in better law enforcement operations.

Law Enforcement Information Sharing Initiative

The Law Enforcement Information Sharing Initiative works to advance information sharing at all government levels. The initiative's goal is to make sharing critical information regarding terrorism and threats to homeland security easier, and to increase the usefulness of that information. This service is vital for preventing terrorist acts against the United States.

The Law Enforcement Information Sharing Initiative Division is also home to the Data Management and Reporting Unit and the Administration Unit. The Data Management and Reporting Unit offers expert assistance and recommendations to HSI senior management on all data management disciplines and executive information and statistical reporting activities, as well as coordinating access to law enforcement and non-law enforcement systems. The Administration Unit provides administrative coordination for the Divisions, as well as overseeing the Information Systems Security Officer Section, which coordinates with the ICE Office of the Chief Information Officer to oversee all HSI information technology security initiatives for the technology and operational environments.

Technical Operations and Systems Development

The Technical Operations and Systems Development Division oversees the Operational Systems Development and Management Unit, the Technical Operations Unit, and the Title III Intercepts and Linguistics Unit.

The Operational Systems Development and Management Unit develops information technology systems and identifies new technology for HSI, as well as ensuring that OTCD and other ICE elements work with each other to share technology, systems and methodology. The Technical Operations Unit provides all ICE components with the most innovative, cutting-edge electronic surveillance equipment and support in furtherance of investigations and national security operations.

Cyber

The Cyber Division houses the Cyber Crimes Center (C3), which was established in 1997 for the purpose of combating crimes committed on, or facilitated by, the Internet.

The Cyber Crimes Center comprises three units that bring together highly technical assets dedicated to conducting trans-border criminal investigations of Internet-related crimes within the HSI portfolio of immigration and customs authorities. C3 is responsible for identifying and targeting any cyber crime activity in which HSI has jurisdiction.

The Cyber Crimes Unit is responsible for developing and coordinating investigations of Immigration and Customs violations where the Internet is used to facilitate the criminal act.

Child Exploitation Investigations Unit holds management and programmatic oversight for the Child Exploitation Program within HSI. The Computer Forensics Unit provides programmatic oversight, equipment, technical support, training and guidance to the HSI Computer Forensics Program.
