Mission

The Office of Firearms and Tactical Programs (OFTP) facilitates the execution of ICE law enforcement responsibilities by providing personnel with firearms, intermediate-force weapons, protective equipment, training, logistical support, and guidance that increases safety and improves the tactical proficiency of the armed work force. ICE Office of Firearms and Tactical Programs also maintains accountability for property, certifications, qualifications, and other measurable training standards.

Patrick M. Hudgens is the assistant director of the Office of Firearms and Tactical Programs (OFTP). Mr. Hudgens has more than 34-years of local and federal law enforcement and military experience. He began his federal law enforcement career in 1998 as a special agent with the legacy U.S. Immigration & Naturalization Service in Miami, Florida. In 2007, Mr. Hudgens received promotion to supervisory special agent with Homeland Security Investigations (HSI) in Washington, DC, and has since served in a variety of managerial and leadership positions at both HSI headquarters and in the field. Most recently, Mr. Hudgens served as ICE’s senior national security liaison.

Mr. Hudgens brings to OFTP a wealth of training and tactical experience, having previously served as commander of the HSI National Capital Region Special Response Team, as a firearms instructor and defensive tactics instructor.
