Martha Barnes joined the Division of Extramural Research and Training as a program analyst in 1994 and was with the Program Analysis Branch from its inception in 1999 until moving to PHB in 2013. Martha represents NIEHS on a number of human subjects related trans-NIH committees and is responsible for reviewing competing applications for the inclusion of human subjects in NIEHS-supported grants. She serves as a resource on human subjects providing training and assistance to grantees and program officers on human subject’s inclusion and clinical trial related issues as well as the use of the NIH Human Subjects System. She serves on the NIEHS committee that reviews requests for use of datasets in dbGaP and maintains the historical records on NIEHS Certificates of Confidentiality. Martha also performs a number of service activities for the Extramural Division, prepares ad hoc analyses for the branch and assists program officers with other activities as requested.

Trained as a physiological psychologist, Martha began her federal career in the Neurotoxicology Laboratory at the U.S. Environmental Protection Agency. In 1985 she joined the NIEHS Division of Intramural Research as a biologist in the Neurotoxioclogy Laboratory. She graduated with honors from North Carolina State University with both a B.S. and M.S. in Zoology. She is a recipient of several NIH Merit Awards for her work on trans-NIH activities including the Gender/Minority Tracking and Inclusion Committee, the redesign of the NIH Inclusion Management System, and the Patient Reported Outcome Measurement Information System (PROMIS) Working Group, as well as NIEHS Merit Awards for several special projects.
