Mission Support

HSI's Mission Support manages critical functions that support the efficient use of HSI resources. It also manages functions that support HSI's strategic goals and performance measures.  HSI Mission Support is organized as follows:

Financial, Acquisition and Asset Management

Financial, Acquisition and Asset Management (FAAM) manages HSI's budget, logistics and internal control activities.  It also oversees HSI's fleet, travel, personal property and facility management.  FAAM consists of the following units:

Financial, Acquisition and Asset Management consists of the following units:

Acquisition Management Unit is responsible for advising, overseeing, facilitating, and monitoring the procurement of non-information technology and information technology requirements for HSI.  It promotes quality and integrity throughout the acquisition process and ensures that requests for the procurement of commodities, services and the administration of contracts are consistent with applicable federal, department and ICE regulations.  The unit also manages passports and ensures HSI purchase card activities comply with federal, department and ICE guidelines.

Facilities and Asset Management Unit manages HSI's space-related matters, including renovation and relocation. The unit also oversees budget, leasing, commercial services, parking and building security.  Additionally, the unit manages HSI's fleet and property programs.

Financial and Logistics Management Unit oversees HSI's financial and budgetary requirements. This includes budget execution, payroll support and financial oversight.

Operations Fund Management Unit provides administrative support in the areas of HSI Domestic asset forfeiture funding, employee relocations, debit cards, interagency agreements, travel and pay administration.

Resource and Financial Management Unit provides administrative support focusing on financial management, workforce analysis and compensation/relocation across 65 offices (embassies/consulates and eight Department of Defense (DoD) liaisons in over 50 countries.  The unit plays a vital part in advising attaché personnel while serving in an official foreign assignment.  It oversees funds that include appropriations for HSI's International Operations and Visa Security Program.  Other funding sources include ICE's Enforcement and Removal Operations (ERO), the Department of State and the DoD.

Policy, Planning and Records Management

Policy, Planning and Records Management (PPRM) manages policies, delegation orders and forms that HSI needs to complete its national security and public safety missions.  It also ensures that HSI's resources are aligned to the broader goals of ICE and DHS.  Additionally, PPRM oversees HSI's information and records management activities, including compliance with Freedom of Information Act (FOIA) requirements and disclosure activities from prosecutions.  It also ensures HSI's compliance with litigation and requests from ICE stakeholders. PPRM consists of the following units:

Budget Formulation and Reporting Unit oversees all budget formulation activities, including the development of HSI's annual budget request, and justifications for funding for new initiatives.  The unit also prepares statistical reports, calculates performance measures, and facilitates responses to Congressional requests for information.

Strategic Planning, Analysis & Requirements (SPARq) Unit will support all HSI program offices and mission areas with fact based decision making artifacts through analytics, modeling and efficiency studies via two sections.  The Strategic Planning & Analysis (SPA) Section will facilitate strategic planning, operations research and analysis, as well as conduct studies and modeling designed to provide alternate solutions.  The Requirements Section will document the findings of the SPA analysis as well as independent analysis in order to document required resources for current and out year planning, thereby ensuring HSI mission success.

Policy Unit oversees the drafting and issuance of HSI policy documents and the examination of policy with HSI leadership.  Policy documents may take the form of directives, handbooks, delegation orders, MOUs, MOAs, policy memoranda, and forms.  The unit works with the ICE Office of Policy, the Office of the Principal Legal Advisor, the Office of Information Governance and Privacy, the ICE Forms Manager, and as needed, with ERO and the Management and Administration Directorate.

Records and Disclosure Unit manages disclosure issues for HSI.  This includes disclosures for the FOIA, the Privacy Act, discovery requests and disclosures relating to HSI.  The unit also acts as liaison for litigation issues that involve records maintained by HSI.  Additionally, the unit helps Investigative Services with requests for information disclosures relating to ICE's confidential informant program.  As appropriate, the unit gives guidance on FOIA matters to Special Agent in Charge offices.

Workforce Management

Workforce Management (WFM) oversees HSI's human resource plans.  It also oversees recruitment, staffing and position management activities with ICE's Office of the Chief Financial Officer; Office of Training and Development; Office of Human Capital (OHC) and Office of Professional Responsibility. WFM consists of the following units:

Workforce Management Staffing Solutions Unit provides HSI with strategic approaches to internal and external hiring, rotational programs and staffing in order to support its missions. The unit also carries out staffing initiatives, coordinates training and manages special hiring authorities and programs as well as supports workforce planning, classification and reorganizations in conjunction with the OHC.

Workforce Management Planning and Programs Unit oversees the management of HSI positions, including providing analytical services and products as well as hiring and deployment plans for HSI components.  It also provides the management and oversight of benefit services and programs in support of the HSI workforce including telework, the Occupational Workers' Compensation Program, Medical Hardship Transfer Program, Foreign Language Awards and Performance Management.
