Operations Support (OS) coordinates ERO requirements to provide the resources and support infrastructure necessary to ensure the efficient execution of ERO’s mission. OS responsibilities include budget formulation and execution management, financial management, purchase card support, facilities construction and leasing management, fleet and personal property management, training management, human capital management, and compliance and oversight support.

The Assistant Director (AD) for OS is responsible for a dynamic human capital program that includes aggressive recruitment, hiring, and retention of a diverse professional, managerial and officer workforce and provides sound and cost-effective budget and financial management policies, procedures and guidance. The AD for OS also provides a safe and effective fleet, and provides planning and oversight of ERO facilities and construction. The AD for OS ensures collaboration with internal stakeholders to define requirements and guarantee timely responses to Freedom of Information Act (FOIA) cases, and institutes a partnership throughout the agency to develop an overarching ERO training strategy that includes mission-specific training needs.

Jacki Becker Klopp currently serves as U.S. Immigration and Customs Enforcement (ICE) Enforcement and Removal Operations (ERO) Assistant Director for Operations Support. In this capacity, Ms. Klopp leads the Operations Support division and is responsible for budget planning and execution, financial management, hiring and human resources management, facilities management, asset management and other administrative functions to support and enable business operations and mission execution for ERO’s approximately 8,000 employees, with a total budget of approximately $4.3 billion.

In 2014, Ms. Klopp was selected to serve as the ERO Chief of Staff. As Chief of Staff, she worked closely with ERO’s Executive Associate Director to oversee and manage six headquarters divisions and 24 field offices. She coordinated efforts for the management and/or execution of immigration enforcement programs and operations to identify, arrest, detain and remove aliens ordered removed from the Unites States. She also supervised the ERO Executive Information Unit, the unit primarily responsible for facilitating and managing all requests for information, correspondence and taskings received from internal and external stakeholders.

Ms. Klopp joined ICE ERO as a federal employee in 2012 as Deputy Chief of Staff to manage on behalf of ERO’s Office of the Executive Associate Director, the full range of ERO mission support and administrative matters as well as strategic communications.

Before joining ICE, Ms. Klopp worked as a Managing Consultant with The Sentinel HS Group where she provided expert advisory services to various clients, including ICE, for identifying and developing homeland security-related strategies and solutions for a range of needs and issues.

She also worked in the Office of the Secretary of the Department of Homeland Security from 2005-2009 where she conducted and managed assignments, as well as advised on various issues and challenges pertaining to immigration, customs, information sharing, intelligence, civil rights and civil liberties, transportation security, operations security and emergency preparedness and response. Ms. Klopp has also worked at the White House and United States House of Representatives. She graduated from Tulane University with a Bachelor of Arts in political science.
