Country-Specific Information:

  • Liberia has confirmed COVID-19 within its borders.  The Ministry of Health announced a “Revised COVID-19 Declaration of National Health Emergency” on July 22 that promulgates public health laws and protocols to curtail the spread of COVID-19, such as the wearing of face masks in public and at government institutions, practicing social distancing, and washing hands.  In addition, the Declaration established capacity limits for banks, supermarkets, and public transportation.  Refer to the Ministry of Health announcement for full details.

Entry and Exit Requirements:

  • Are U.S. citizens permitted to enter?  Yes.
  • The Department of State has issued a Level 3 “Reconsider Travel” Health Advisory for Liberia due to COVID-19.
  • Is a negative COVID-19 test (PCR and/or serology) required for entry?  Yes.
  • Are health screening procedures in place at airports and other ports of entry?  Yes.
  • Residents and tourists in Liberia should contact the Ministry of Foreign Affairs for questions regarding visa extensions.

 

ARRIVING PASSENGERS:

On December 1, 2020, the Ministry of Health announced protocols for arriving passengers at Roberts International Airport.  All non-exempt incoming travelers will be tested for COVID-19 upon arrival.  The testing fee is $75 USD.  Travelers must complete the steps below, including certain pre-arrival steps.

Exempt travelers:  Arriving diplomats and their families, honorary consuls, duly accredited international organizations, and Liberian diplomats must present a negative PCR COVID-19 result from an accredited lab within 96 hours of testing.  Voluntary testing will be available at the airport free of charge, if desired.  Exempt passengers should follow the protocol set by their respective organizations.  Exempt travelers are required to complete the Health Screening Arrival Form via the Lib Travel application as described in Pre-Arrival Step 1 below.

Cabin Crew, Captains, Flight Engineers, and First Officers:  All cabin crew, captains, flight engineers, and first officers with layovers less than 48 hours will be exempted from testing if they complete pre-boarding testing per their airline’s policy and comply with symptom screening procedures while in Liberia.  On arrival at the airport, cabin crew, captains, flight engineers, and first officers will complete screening and proceed to their designated flight crew hotel.

Pre-Arrival:

  1. Before arrival, exempt and non-exempt travelers must complete a Health Screening Arrival Form via the Lib Travel application (“app”):
  1. Travelers must show proof of payment and completion of the symptom tracker form on the travel app.
  2. All travelers must wear a mask during transit and upon arrival in Liberia.

Arrival:

  1. All incoming travelers will have a mandatory temperature check and their symptom screening forms will be reviewed.
  2. The National Public Health Reference Lab team will test all non-exempt travelers for COVID-19. Exempt travelers who do not have a valid negative COVID-19 test result will also be tested.
  3. Travelers who test positive for COVID-19 will undergo treatment based on Liberia’s case management guidelines.
  4. It is strongly recommended that travelers who test negative stay home for seven days and self-monitor their symptoms via the Lib Travel app for a period of 14 days, beginning the day after arrival in Liberia.
  5. Children under the age of five years are exempted from testing and a lab result certificate.

Departing Passengers:

On December 1, 2020, the Ministry of Health announced protocols for departing passengers at Roberts International Airport effective December 1.  All non-exempt outgoing travelers will be tested for COVID-19.  The testing fee is $75 USD.  Travelers must complete the steps below, including certain pre-departure steps.

Exempt travelers:  Diplomats and their families, honorary consuls, duly accredited International organizations, and Liberian diplomats are not required to test for COVID-19 upon departure; however, voluntary testing will be available at the Union Center testing facility free of charge.

Cabin Crew, Captains, Flight Engineers and First Officers:  Crew, captains, flight engineers, and first officers with layovers of more than 48 hours must follow the testing protocols below before departure.

  1. All non-exempt outgoing travelers are required to pay a COVID-19 testing fee of $75 USD online at http://datapointdev.liberiacovid19.info/#/PaymentProcessing or pay in cash at the UBA window at the Union Center testing facility.
  2. All departing passengers must present a negative COVID-19 PCR test result from a test conducted by Liberia’s National Public Health Reference Laboratory within 72 hours (three days) of departure. COVID-19 testing is available at the Union Center testing facility in Sophia, Congo Town, Monrovia from 9 a.m. – 4 p.m., seven days per week. Travelers should provide correct contact details and will receive a unique identification number to retrieve their test result.
  3. Check http://www.liberiacovidresult.org two-to-three days after sample collection to receive result and online certificate.
  4. Travelers with a positive result will be contacted by the Ministry of Health or the National Public Health Institute and will not be allowed to travel.
  5. Confirmed positive COVID-19 travelers will be subject to Liberia’s case management guidelines.
  6. Children under the age of five years are exempted from COVID-19 testing and a lab result certificate.

In addition:

  • All passengers should arrive four hours before check-in time.
  • All passengers must wear a face mask.
  • Only ticketed passengers will be allowed entry into the airport.
  • All passengers will be required to wash their hands.
  • Passengers will be required to stand in marked spaces within the terminal area.

Movement Restrictions:

  • Is a curfew in place?  No.
  • Are there restrictions on intercity or interstate travel?  No.

Quarantine Information:

  • Are U.S. citizens required to quarantine?  No.
    • Travelers who test positive for COVID-19 upon arrival will undergo treatment based on Liberia’s case management guidelines.
    • Travelers who test negative will self-quarantine and monitor their symptoms via the Lib Travel app for a period of 14 days, beginning the day after arrival in Liberia.

COVID-19 Testing:

  • U.S. citizens may obtain a COVID-19 test through the National Public Health Institute of Liberia (NPHIL) at the Union Center testing facility, Sophia, Congo Town, Monrovia from 9 a.m. – 4 p.m., seven days per week.  From downtown Monrovia going toward the airport on Tubman Boulevard, pass Catholic Junction then turn right at Sophia Junction.  Call Liberian hotline 4455 for details.  Travelers must pay $75 USD to be tested and receive a result certificate required for departure.
