DC has two distinct sets of statutes establishing publicly-funded treatment programs. The program described in this row, the Substance Abuse Treatment and Prevention Amendment Act of 1999, establishes a comprehensive substance abuse treatment facility to provide residential and outpatient treatment for persons who suffer from substance abuse, regardless of a person's ability to pay. Patients may choose this facility or choose among other providers (see the Drug Treatment Choice Program).
