Strategic Plans

The Office of Personnel Management (OPM) prepares strategic plans at both the Agency and program level, outlining the steps required to achieve agency goals both now and in the future.

Congressional Budget Justification (CBJ)

In the annual Congressional Budget Justification, OPM shows how it uses – and plans to use – the resources allocated by Congress to achieve its mission. The CBJ is prepared for Congress, and is also made available to the public.

Performance and Accountability

Annually, OPM documents its performance and accountability measures by preparing the following reports:

  • Agency Financial Report (AFR) - Provides an overview of OPM's financial performance and results to help the President, Congress, and the public assess our stewardship over the financial resources entrusted to us.
  • Annual Performance Report (APR) - Provides information on OPM's actual performance and progress towards achieving the goals of the Strategic Plan and performance budget.
  • Summary of Performance and Financial Information - Provides key information from both the AFR and APR in a brief, user-friendly format.
