The claimant appeals from two earlier decisions by the General Accounting Office (GAO) denying her claim for a retroactive step increase. See GAO decision B-245735 and Z-2867227.(1) The claimant's appeal does not allege any grounds for her step increase that previously were not considered by the GAO in either of its decisions. Accordingly, the claim is denied.

This settlement is final. No further administrative review is available within OPM. Nothing in this settlement limits the claimant's right to bring an action in an appropriate United States court.

1. The GAO's authoirty to settle claims for Federal employee's compensation and leave was transferred to the Office of Personnel Management effective June 30, 1996. See 31 U.S.C.
