FEMP’s Renewable Energy Procurement (REP) Program helps federal agencies meet their renewable energy and clean energy goals, reduce environmental impacts, and improve resiliency. The REP Program bridges information gaps to help agencies meet their renewable energy goals and requirements.
The Energy Policy Act (EPAct) of 2005 requires no less than 7.5% of total agency electricity consumption to come from renewable energy in fiscal year 2013 and thereafter. In 2015, Executive Order (E.O.) 13693 established a renewable goal of 30% by 2025 with interim goals starting in 2016. Renewable electricity generated on federal agency land or buildings and used by that agency receives double credit toward this goal (see "Bonus Credit" on page 26 of the E.O. 13693 Implementing Instructions). In addition, E.O. 13693 requires federal agencies to inventory and reduce greenhouse gas emissions.
There are two renewable energy procurement pathways available to federal agencies:
- Host and finance on-site renewable energy projects
- Purchase off-site renewable energy and renewable energy certificates (RECs).

The Federal Energy Management Program (FEMP) provides assistance to federal agencies interested in renewable energy procurement through experts at the National Renewable Energy Laboratory (NREL) and Lawrence Berkeley National Laboratory (LBNL). Defense Logistics Agency-Energy: Offers acquisition support for facility energy requirements such as REC purchases and long-term renewable energy project development

General Services Administration: Acquires competitive electricity for the federal government, often using reverse auctions, and bundles renewable energy purchases with basic electricity to help multiple agencies meet their renewable energy needs. GSA purchases some energy through power purchase agreements and RECs

Western Area Power Administration: Facilitates long-term contracts for federal agencies in its service territory through the Renewable Resources for Federal Agencies Program.
