ANNOUNCEMENT: Beginning September 13, 2020, applicants who need to renew a 10-year adult passport may be eligible to pay fees online and send your physical application and supporting materials to the Embassy via local mail, a local courier service, or international courier service. Listed at the bottom of this page are general steps and requirements for different passport services. Please read carefully the information there and all other information on this page.

General guidance:

  • Processing Time: If you intend to travel in the near future, please plan accordingly. Most countries in the region require at least six months validity in your passport. Processing for in-person passport renewal services generally take two to three weeks. Expedited processing for full validity passport is not available. In an emergency, we can issue limited validity passports on the same day if the applicant has all the required documents.
  • Application Forms – The same application forms are used whether you are inside or outside the U.S., though the process for submitting the form is different. If you are applying at the U.S. Embassy in Port Moresby, DO NOT follow the submission instructions included within the application form, which are intended for people applying from within the United States. Instead you will submit your documents in person directly to the Embassy. Please see our Application Forms page for a list of passport forms. Links to forms for specific services are also included in the sections at the bottom of this page.
  • Supporting Documents – You will need to submit all supporting documents with your application in order to verify your citizenship and identity. The required supporting documentation varies based on the application form used, so consult your form and the information at the bottom of this page for more details.
  • Photos – The photo you submit for your application must meet all U.S. passport photo requirements. Be aware that photo requirements for a U.S. Passport may vary from passport photo requirements of other countries. Click here for a full list of passport photo requirements.
  • Fees – For in-person services at the Embassy, we can only accept payment via cash in U.S. or local currency or via credit card. We cannot accept personal checks. Click here for a full list of feesBeginning September 13, 2020, online payment options will be available for applicants who need to renew their adult passports. This service is not available for minors or for applicants applying for their first adult (16 years old and up) passport. Please the information at the bottom of this page for information specific to this service.
  • Attendance by Third Parties: Please see our notice regarding the attendance of third parties at in-person appointments for passports and Consular Report of Birth Abroad (CRBA) applications.

Service specific steps and requirements:

Note: In order to pay your passport renewal fee online and send your application by physical mail or courier service, you must be able to answer YES to all of the following:

  • I can submit my most recent U.S. passport book by mail with my renewal application
  • I was at least 16 years old when my most recent U.S. passport book was issued
  • I was issued my most recent U.S. passport book less than 15 years ago.
  • My most recent U.S. passport book has a validity of 10 years from issuance to expiration.
  • The U.S. passport book that I am renewing has not been mutilated, damaged, lost, or stolen.
  • My most recent U.S. passport book was issued in my current name (or I can document my name change by submitting marriage certificate, divorce decree, or court order with my passport application.)
  • I currently reside in and/or have an address in Papua New Guinea, Solomon Islands, or Vanuatu at which I can receive mail or courier service delivery

If you DO NOT meet these requirements, please see the next box below: “Adult Passport Renewal – In-Person Appointment.” You will need to pay your fee and submit the application in person.

If you DO meet these requirements, and you wish to pay your fee online and submit your application and supporting documentation by mail or courier service, please follow the steps below.

Step 1

Complete, sign, and date a DS-82 Passport Renewal Form. Please type or print clearly in black ink. Forms that are not completed, signed, and/or dated, cannot be accepted.

Note: You must provide a Social Security Number if you have been issued one. If you do not have a Social Security Number, you must also submit a signed statement including the phrase: “I declare under penalty of perjury under the laws of the United States of America that the following is true and correct:  I have never been issued a Social Security Number by the Social Security Administration.”

If you do not remember your social security number or if you are not sure you have one, please contact the Social Security Administration.

Step 2

Obtain one (1) recent photograph (within the last six months), in color, size 2” x 2”, with a white background and full front view. No glasses or hats may be worn. Photos that do not meet these requirements will not be accepted.

Step 3

If applicable, gather any supporting evidence (one original and one photocopy) to document a change of name on your new passport, e.g., marriage certificate, divorce decree, or court order. Foreign language documents must be accompanied with an official English translation.

Step 4

Gather the U.S. adult passport you intend to renew.

Step 5

Pay the USD $110 passport application fee via the U.S. government’s secure payment site. After successfully paying the fee, you must print out the electronic payment confirmation.

Step 6

Assemble all items listed in Steps 1-5, including the electronic payment confirmation, and mail or courier them to the U.S. Embassy in Port Moresby, Papua New Guinea at the express mail address below.

You MUST include with your shipment a pre-paid and pre-addressed return courier envelope. Failure to do so will mean we will not be able to return your passport and you will need to retrieve it in person.

Step 7

When ready, your passport will be mailed to you using your pre-paid, pre-addressed return courier envelope. Processing may take 4 to 6 weeks.

Note: The fee for a passport renewal is USD $110. The applicant must have had a previous 10-year adult passport issued less than 15 years ago to qualify for a renewal.

  • One (1) recent photograph (within the last six months), in color, size 2” x 2”, with a white background and full front view. No glasses or hats may be worn. Photos that do not meet these requirements will not be accepted. Photo services are not available at the Embassy.
  • USD $110. Non-refundable
  • Form of payment: You can pay at the Embassy in U.S. dollars or its equivalent in Papua New Guinean Kina. Also, international credit cards are accepted (Visa, Master Card, American Express). Personal checks are not accepted.

Passports are generally delivered to the Embassy in two to three weeks.

Additional Documents: The Consular Officer may require documentation in addition to the items listed above. In this case, the applicant has 90 days to provide the documentation. After the 90-day period, the application will be considered abandoned and the applicant will have to begin the process again.

Note: For passport purposes, anyone age 16 or over is considered an adult.

The fee when applying for a first time adult passport is USD $145.

Required Form:

  • Proof of U.S. Citizenship: Original or certified copy of birth certificate, original Consular Report of Birth Abroad, and/ or original Naturalization or Citizenship Certificate. If you are over 16 years old and were issued a U.S. passport during your childhood, you may submit it as proof of U.S. citizenship. If you lost your original birth certificate, contact your state’s vital records office. If you lost your CRBA, please follow these instructions. The Embassy cannot replace CRBA documents.
  • Photo Identification: Current U.S. passport, driver’s license or government-issued photo ID card.
  • One (1) recent photograph (within the last six months), in color, size 2” x 2”, with a white background and full front view. No glasses or hats may be worn. Photos that do not meet these requirements will not be accepted. Photo services are not available at the Embassy.
  • USD $145. Non-refundable
  • Form of payment: You can pay at the Embassy in U.S. dollars or its equivalent in Papua New Guinean Kina. Also, international credit cards are accepted (Visa, Master Card, American Express). Personal checks are not accepted.

For first time passports for minor children born in Papua New Guinea, Solomon Islands, or Vanuatu, please see our page on Consular Reports of Birth Abroad (CRBA) and the transmission of U.S. citizenship at birth. You may request a CRBA appointment here.  In addition to the CRBA forms and requirements, applicants are also encouraged to apply concurrently for a U.S. minor passport following the steps below.

For minor applicants who already have a valid or expired U.S. passport, please review the following five steps. Please note that in-person services are required.

Step 1 – Complete form DS-11 Passport Application (please do not sign the form until instructed during your service)

Step 2 – Schedule an appointment online

Step 3 – Be prepared to present the following documents on the day of your in-person service:

  • Most recent U.S. passport of the child (if applicable)
  • U.S. birth certificate or CRBA, or foreign birth certificate if you are applying for a CRBA and first time passport.
  • If applicable, adoption decree (with adopting parents’ names) as well as amended birth certificate listing adoptive parents names;
  • If applicable, court order establishing custody or guardianship
  • Valid U.S. or foreign passport, driver’s license, state ID, or national ID of the parents
  • If either parent’s name is different from the name listed on the child’s birth certificate, name change documentation must be furnished (e.g. marriage certificate, court order, etc).
  • One (1) recent photograph (within the last six months), in color, size 2” x 2”, with a white background and full front view. No glasses or hats may be worn. Photos that do not meet these requirements will not be accepted. Photo services are not available at the Embassy.

Step 4 – Pay the applicable fee.

The application fee for an applicant under the age of 16 is USD $105.00. Payment is made on the day of the appointment.

The fee is a non-refundable processing fee and is retained by the Department of State whether or not the passport is issued.

Application by one parent: If only one parent is able to appear, the following will be required in addition to forms and documents listed for the passport application:

Form DS-3053 correctly completed, signed, and notarized by a notary public, commissioner of oaths, or U.S. Consular Officer. Please closely follow the instructions included with the form and complete every block to the best of your knowledge. DS-3053 forms signed and notarized more than 90 days prior to the in-person service will not be accepted,

A copy of the non-applying parent’s government ID used to sign and notarize the form must also be presented.

Otherwise, if the notarized consent of the absent parent is not available, you will be required to furnish evidence of the appearing parent’s sole authority to apply for the passport in the form of one of the following, as applicable:

  • Consular Report of Birth Abroad listing only applying parent
  • Child’s birth certificate listing only applicant parent
  • Adoption decree (if applying parent is sole adopting parent)
  • Court order granting sole and permanent legal and physical custody to the applying parent (i.e., the absent parent has no access to the child, and child’s travel is not restricted)
  • Judicial declaration of incompetence of non-applying parent
  • Death certificate of non-applying parent.

Form DS-5525 if you are the applying parent or guardian, and the written consent of the non-applying parent or guardian cannot be obtained because the non-applying parent cannot be located. Please note, there is a high bar for acceptance of DS-5525 forms.

Note: If you reported the theft of your belongings to the local police, please bring a copy of the police report.

If you have urgent need to travel and your passport was recently lost or stolen, we may be able to print a same-day passport during an in-person appointment.

  • One (1) recent photograph (within the last six months), in color, size 2” x 2”, with a white background and full front view. No glasses or hats may be worn. Photos that do not meet these requirements will not be accepted. Photo services are not available at the Embassy.
  • USD $145 for an adult emergency passport and USD $115 for a minor emergency passport. Non-refundable
  • Form of payment: You can pay at the Embassy in U.S. dollars or its equivalent in Papua New Guinean Kina. Also, international credit cards are accepted (Visa, Master Card, American Express). Personal checks are not accepted.

Full validity passports are generally delivered to the Embassy in two to three weeks. Limited validity passports for immediate travel can be printed on-site.
