Passport Services

There are no walk-in services for U.S. citizens who require a service related to passports, citizenship or birth registration.  These services are by appointment only.  Please click here to make an appointment.

Many countries have passport validity requirements. Before traveling we recommend you visit the Department of State website  to ensure that your passport is valid for travel to all countries you will visit.


General Information About Passport Applications

Passport applications must be made in person at the American Citizen Services unit of the Embassy. If the applicant is a minor, the minor needs to appear with his/her parents as well. Information on third party attendance during the passport application process is available here (PDF). Limited validity emergency passports may be issued in special circumstances.  Expedited full-validity passport services are only available when applying from the United States.

Your passport application form should be completed online using the online passport application, printed, and brought with you to your appointment (print one-sided pages only, bar code appearing in upper left-hand corner).  Applicants arriving without the passport application, correct passport photos, and their most recent U.S. passport will be asked to reschedule their appointments. 

Important instructions for all passport applicants:

  • Please print and submit only one-sided pages of the application.
  • You must provide your Social Security number, if you have been issued one, in accordance with 22 U.S.C. 2714a and 22 C.F.R 51.60(f).
    • If you do not have a Social Security number, you must submit a signed statement including the phrase, “I declare under penalty of perjury under the laws of the United States of America that the following is true and correct:  I have never been issued a Social Security Number by the Social Security Administration.”

New passports and passport cards are printed in the United States and delivered to Abidjan via a courier service. New passports are generally issued in two to three weeks after application and new passport cards six to seven weeks after application. New passports are available for pickup within two or four weeks of your application. You will receive an email from the Embassy when your passport is ready. Please wait for our e-mail notifying you that your passport is ready for pick-up.

The American Citizen Services unit will hold your new passport for up to 90 days. If you are unable to return to the Embassy to pick up your passport, you may authorize a friend or family member to collect it from the Embassy on your behalf. Your paid receipt, current passport, and a signed authorization letter written in English must be presented by your friend or family member for your passport to be released.

Ensure your U.S. Passport has sufficient validity to travel.

For renewals, we urge you to plan ahead and to apply at least 6 months prior to your passport’s expiration.  Many countries require a minimum of 6 months’ validity to accept a visitor’s visa.  Airlines will not let you board a flight to these countries without 6 months’ validity on your passport.

We strongly encourage you to fill out your passport application online, print it, and bring it to your appointment. This will greatly reduce the amount of time you have to spend at the Embassy.  

Use this form if:

  1. you have never had U.S. passport, or
  2. you are under age 16, or
  3. you are applying for your first U.S. passport over the age of 16, or
  4. your most recent passport was issued more than 15 years ago, or
  5. your most recent passport was lost or stolen.

Please note that this form MUST be signed in front of a consular officer.

We strongly encourage you to fill out your passport application online, print it, and bring it to your appointment. This will greatly reduce the amount of time you have to spend at the Embassy.  

Please bring the following items to the Embassy to renew your passport:

  1. Your most recent U. S. passport;
  2. A clear, high-resolution photocopy of the biodata page of your passport;
  3. One recent 2×2 inches (5×5 cm) photo, see photo requirements
  4. If your current passport was valid for 10 years, complete form DS-82. If your present passport was only valid for five years, complete form DS-11 instead (do not sign);
  5. USD 110 or USD 145 if using form DS-11.

Note:

  • Please print out and submit only one-sided pages of the application.
  • You must provide a Social Security number, if you have been issued one, in accordance with 22 U.S.C. 2714a and 22 C.F.R 51.60(f).
    • If you do not have a Social Security number, you must submit a signed statement including the phrase, “I declare under penalty of perjury under the laws of the United States of America that the following is true and correct:  I have never been issued a Social Security Number by the Social Security Administration.”

  • You must schedule an appointment for this service, as all adult passport holders must appear in person to renew their passport.

We strongly encourage you to fill out your passport application online, print it, and bring it to your appointment. This will greatly reduce the amount of time you have to spend at the Embassy.  

Please bring your child and the following items to the Embassy to renew your child’s passport:

  • Evidence of child’s U.S. citizenship. Child’s most recent U.S. passport + 1 clear photocopy of the biodata page of the child’s passport ;
  • Completed U.S. passport application, Form DS-11.  Please do not sign this form, it will be signed in front of a consular officer;
  • Evidence of Parent’s relationship to child. Child’s certified U.S. birth certificate or Consular Report of Birth Abroad, or other evidence of parents’ relationship to child + 1 clear photocopy of the child’ birth certificate;
  • Acceptable Identification for each Parent.  Please provide a valid, government-issued form of identification for each parent + 1 clear photocopy of the biodata page of parents’ passports;
  • Photocopies of the required documents are needed. Otherwise, each photocopy is USD 1.00.
  • Notarized Parental ConsentForm DS-3053, for each parent not present at the time of application;  If neither parent is present, a notarized statement signed by both parents authorizing a third party to renew the child’s passport must be presented to the Consulate; 
  • Facial development photos. Photographs of the child showing his or her facial development since the last U.S. passport was issued up to the present time;
  • One U.S. passport-sized photo: 2 x 2 inches, with a white or light-colored background;
  •  The application fee for minor U.S. passports is $115.00.  

For children under 16, both parents need to be present and provide unequivocal consent to passport issuance by signing the application form in front of the Consular Officer. If one or both parents are unable to attend the interview, non-appearing parent(s) must submit a notarized letter of consent, in English, or the DS-3053, which can be notarized at any American Embassy free of charge. Consulates will also accept letters of consent notarized by non-American notaries. Alternatively, the parent applying for the passport must submit proof of sole, legal custody.

Children ages 16-17 need to appear in person with at least one parent to show parental awareness.

The consular officer has the right to request additional information.

Additional Reminders:

Obtaining a Lost Passport Report  In the case of a lost or stolen passport, the loss must be immediately reported to the local police station where the event took place for issuance of a police report.

Applying for A Replacement Passport  You must apply in person.  Things to bring to the Embassy when replacing your lost/stolen passport:

    • The original Reporting the Loss of Passport Report + one clear photocopy of it;
    • One recent color photo with white background (2 x2 inches);
    • USD 145.00 for adults over the age of 16, USD 115.00 for minors under the age of 16, equivalent FCFA is acceptable;
    • Completed DS-11 and DS-64 forms printed on one-sided pages;
    • Present a proof of U.S. citizenship: One photocopy of the lost passport , if available, U.S. Birth Certificate or Certificate of Naturalization. You should bring the original and a copy of it;
    • Additional photo IDs (e.g. passport card, state ID card, driver’s license, foreign passport);
    • For Children Under 16 Years of Age Only:  Notarized Statement of Parental Consent, Form DS-3053, for each parent not present at the time of application; 
    • For Children Under 16 Years of Age Only:  Facial development photos.  Photographs of the child showing his or her facial development since the last U.S. passport was issued up to the present time;
    • Proof of U.S. citizenship (e.g. original birth certificate, cancelled U.S. passport, Consular Report of Birth Abroad, Certificate of Naturalization).

Note:

  • If the applicant is a minor under age of 16, both parents need to appear with the minor.

You may be eligible to use the DS-5504 Application for a U.S. Passport: Name Change, Data Correction, and Limited Passport Book Replacement Form if you need to change or correct your passport, or you are an adult and need to replace a passport that was limited to less than 10 years validity.

If your name has been legally changed due to marriage or a court order within one year from the date of issuance of the passport, then you will need to bring:

  • Your valid passport + 1 clear photocopy of the biodata page of your passport;
  • A completed form DS-5504;
  • A certified copy of your marriage certificate or your name change court decree;
  • One recent color photo with white background (2 x 2 inches), and your current valid passport;

Photocopies and notarized copies are not acceptable for passport purposes.

If your name has been legally changed due to marriage or a court order more than one year from the date of issuance of the passport, then you will need to submit a form DS-82, which is for passport renewal for adults, and pay USD 110.00 or FCFA equivalent.

If you need to replace a Limited Validity Passport, please read about the specific requirements and forms for various possible circumstances.

If you have discovered a printing error, including spelling errors or incorrect date of birth, in your passport, then you will need to bring:

  • A completed form DS-5504 Form;
  • Your valid passport;
  • One recent color photo with white background (2×2 inches).

If you are an American citizen with an after-hours emergency, such as the hospitalization, arrest, or death of an American citizen, please call 2249 4450 within Cote d’Ivoire.

:  A lost, stolen, or expired passport can only be replaced during normal business hours and does not constitute an after-hours emergency.
