Temporary Website Content Management Services

The Legal Services Corporation (LSC) is inviting proposals from qualified candidates for temporary website content management services. The successful candidate will support and supplement communications and media relations team for a six-month term (extensions may be possible), assisting with webpage design, content creation and review, tagging, editing, and management.

Preferred Vendor for Printing Services

The Legal Services Corporation (LSC) is inviting proposals from qualified candidates to become LSC’s preferred vendor for printing services. Preferred vendor status gives qualified vendors privileged access to LSC’s printing engagements.

The successful candidate(s) will supply LSC with high-quality, cost-effective printing services, often under tight deadlines, for a three-year term. The successful printer will, on request and within the requested time frame, print high-quality documents and reports for external and in-house use.

Integrated Payroll, Timekeeping, & Human Resource Management System Solution

LSC is inviting proposals from qualified vendors to provide a comprehensive, integrated, cloud-based solution to manage all aspects of LSC’s payroll, timekeeping, and human resources functions. The proposed solution must integrate with our new accounting system, NetSuite. LSC is willing to consider non-integrated payroll and HRIS systems if they individually offer better overall functionality. The successful vendor’s proposal must address software licensing; configuration/implementation consultation services; data migration; support and training for administrators, managers, and employees; and routine system maintenance.

Program Evaluator to Evaluate LSC's Midwest Legal Disaster Coordination Project (Open Until October 2, 2020)

LSC invites qualified candidates to submit a proposal to evaluate the effectiveness of its third Midwest Legal Disaster Coordination Project and produce recommendations for further developing and replicating the Project’s initiatives.

The Legal Services Corporation (LSC) is inviting proposals from qualified candidates to draft its congressionally funded research report on evictions in America, as well as to edit written briefs of interim findings and related web and social media content. LSC seeks a candidate with qualitative and quantitative data policy report writing experience for this 18-month engagement.

LSC is soliciting proposals from qualified consultants to: (1) conduct a nationwide survey of state eviction laws, (2) conduct a focused survey of local eviction laws from 25-30 specified jurisdictions, (3) build a database of eviction laws and processes in an accessible format, and (4) provide complete and thorough data documentation. Strategic Planning Consultant 

The Legal Services Corporation (LSC) is seeking proposals from qualified consultants to assist LSC in evaluating and updating its current strategic plan for an additional four-year period. LSC is looking for a consultant or consulting firm that can offer the most advantageous balance of price, quality, and performance to LSC for the consulting services requested. The consultant will be expected to conduct interviews and develop surveys and webinars for a diverse audience toevaluate the goals articulated in LSC’s 2017-2020 Strategic Plan and determine whether those goals should be maintained or expanded moving forward. The successful candidate will also be expected to collate the deliverables into a comprehensive report that will inform the 2021-2024 Strategic Plan, which will be presented to LSC’s Board of Directors during the October 2020 Board Meeting. The successful candidate will not be expected to draft the 2021-2024 Strategic Plan.

Freelance Writing Services

LSC invites proposals from qualified candidates for temporary freelance writing services. The successful candidate will support and supplement LSC’s Public Affairs team for a six-month term (extensions may be possible), producing press releases, op-eds, and articles on access to justice issues, including how vulnerable populations’ access to the justice system have been affected by the pandemic.

Digital Press Solution (Proposals due July 10)

LSC invites your company to propose a digital press solution for our reprographics department, which produces LSC’s publications, training manuals, fundraising packets, and other print materials. The 5-year lease on LSC’s current digital press – a Konica Minolta Bizhub Press C1070 – expires in September 2020, and LSC intends to undertake a robust competitive process to lease an updated digital press for at least 3 years. We need a user-friendly solution that will increase the speed, color, functionality, and professionalism of our larger print projects, without unnecessarily complicating the printing of smaller, routine projects, which comprise the bulk of our print jobs.

Grants Management System (Proposals Due August 16, 2019)

LSC is soliciting proposals from vendors that are qualified to provide software, implementation services, and ongoing support for a Grants Management System (“GMS”).  The new system will replace LSC’s current GMS, EasyGrants; LSC’s current constituent relationship management tool, Salesforce; and other legacy databases that track grant‐related data.  LSC requires a Software‐as‐a‐Service solution.

Legal Navigator Usability Testing (Proposals due August 12, 2019)

LSC seeks a seasoned website evaluator to conduct usability testing of Legal Navigator in Alaska and Hawaii (two separate RFPs).  Legal Navigator is a platform that will enable people to navigate the court system and legal resources, learn about their rights, identify legal problems, and prepare and file critical court documents in a way that is accessible, comprehensive, trusted, and easy to use. Specifically, LSC seeks to evaluate mobile friendliness, plain language, language access, and ease of navigation.

Preferred Vendors for Graphic Design Services (Proposals Due May 20, 2019)

LSC seeks to establish a Preferred Vendor relationship with one or more graphic designers to expeditiously create professional-grade publications.  Specifically, LSC seeks graphic design and layout services or print and digital versions of annual and specialized publications, templates for in-house use by LSC staff, and occasional special projects or collateral materials, such as brochures.  Preferred Vendor status gives qualified vendors privileged access to LSC’s graphic design opportunities. 

As a national leader on access to justice issues, LSC issues several publications each year to increase awareness of the significance and value of civil legal aid and to promote increased access to justice and funding for civil legal aid.  The publications are shared with grant recipients, members of Congress, prominent jurists, access to justice advocates, business and community leaders, and the public.

Grant Management Services (Proposals Due by Email on November 12 with Hard Copies Postmarked by November 13)

LSC is inviting proposals from qualified candidates to assist with administering, overseeing, and evaluating the effectiveness of its new 2017 Hurricanes and California Wildfires Disaster Relief Grant Program. LSC’s Disaster Relief Grant Program is funded per LSC’s portion of the 2017 Disaster Supplemental Appropriations, which provided special federal funding for survivors of Hurricanes Harvey, Irma, and Maria and the 2017 California wildfires. LSC’s Hurricanes and California Wildfire Disaster Relief Grants will allow legal aid providers in the areas significantly affected by those disasters to enhance the delivery of storm- and fire-related legal services using mobile resources and technologies and pro bono coordinators.
