The AmeriCorps Human Resource System

The National and Community Service Trust Act of 1993 provided AmeriCorps with special statutory authority to establish alternatives to some of the government-wide personnel policies specified in Title 5 of the United States Code (U.S.C.).  Specifically, AmeriCorps was provided the flexibility to establish an “excepted service alternative personnel system” containing its own policies and procedures in the areas of selection, compensation and classification.

Many statutory provisions of Title 5 U.S.C. remain applicable to AmeriCorps employees, including those covering equal opportunity, veterans’ preference, benefits, standards of conduct and citizenship. Also, when AmeriCorps established its own human resources policies in 1995, some AmeriCorps employees remained covered by the competitive service personnel system. All new employees since that time are in the excepted service under the AmeriCorps system.

Employer of National Service

As an Employer of National Service, AmeriCorps is committed to providing job opportunities to national service participants. Accordingly, qualified AmeriCorps members (current and former), returned Peace Corps volunteers and other national service participants are encouraged to apply to our positions.
