William Cobb, Deputy Administrator for Farm Loan Programs

William “Bill” Cobb is the Deputy Administrator for Farm Loan Programs for the U.S. Department of Agriculture’s (USDA) Farm Service Agency (FSA)

As Deputy Administrator, a position he has held since April 2019, Cobb oversees a $29 billion loan portfolio and provides leadership, management and direction to FSA’s direct and guaranteed lending programs, including annual authorizations in excess of $7.5 billion for new loans and guarantees.

Cobb began his Federal government career as a loan officer in Delaware 35 years ago.  He has held various positions in Farm Loan Programs at the FSA National Office in Washington, D.C. for the past 28 years, most recently serving as Assistant Deputy Administrator. 

A native of Sussex County Delaware, Cobb is a graduate of the Federal Executive Institute and holds a Bachelor of Science degree in Agricultural Business Management from the University of Delaware. He and his wife Ann have a daughter and a son.  Cobb resides in Virginia.
