William “Bill” Cobb is the Deputy Administrator for Farm Loan Programs for the U.S. Department of Agriculture’s (USDA) Farm Service Agency (FSA)
As Deputy Administrator, a position he has held since April 2019, Cobb oversees a $29 billion loan portfolio and provides leadership, management and direction to FSA’s direct and guaranteed lending programs, including annual authorizations in excess of $7.5 billion for new loans and guarantees.

William “Bill” Beam was sworn in as the USDA Farm Service Agency (FSA) Deputy
As Deputy Administrator, Beam is responsible for overseeing and implementing policies and procedures that regulate the delivery of federal farm programs. He along with DAFP staff oversee major portions of the farm bill including programs that help America’s farmers, ranchers and forest stewards manage market risks, recover from disasters and conserve and protect natural resources through FSA’s network of over 2,100 state and county offices.

Deputy Administrator for Field Operations
Peggy Browne was sworn in as the USDA Farm Service Agency (FSA) Deputy Administrator for Field Operations (DAFO) on Aug. 20, 2018.
As Deputy Administrator, Browne is responsible for the supervision and oversight of FSA’s network of over 2,100 state and county offices. She and her staff serve as primary liaisons between field and headquarters offices on agency-wide issues. The DAFO staff works to provide support and resources to over 18,000 FSA field team members to deliver efficient, effective service to the hardworking farmers, ranchers and producers across the United States and Territories.
