Review Committees
The NINDS Scientific Review Branch (SRB) is responsible for the review of all NINDS research and development contracts and certain grant applications of particular interest to NINDS, including solicited and unsolicited program project and specialized center grant applications, translational research projects, multicenter clinical studies, conference grants, career development awards, institutional training grants, and other grant mechanisms for which NINDS Institute is specified in a Program Announcement or Request for Applications.
Key Functions
- Receiving and assigning applications and contract proposals to review committees
- Determining the expertise needed to review grant applications and contract proposals.
- Recruiting reviewers with the appropriate expertise for both regular review committees and Special Emphasis Panels.
- Assigning applications and proposals to appropriate reviewers.
- Organizing and supervising in-person and teleconference/videoconference or internet-assisted review committee meetings.
- Assigning appropriate NIH subjects codes to applications, and entering codes, scores, and critiques into the central NIH database.
- Providing to the Committee Management Office, Grants Management Office, and Contracts Management Office information required for compliance with the Federal Advisory Committee Act and Procurement Integrity Act.
In addition, Scientific Review Officers serve as a resource to extramural staff, reviewers, and applicants by providing advice and assistance regarding review policy issues and the planning of new initiatives and future directions.
Review of Extramural Research Grant Applications
Initial peer review meetings are administered by either the Center for Scientific Review (CSR) or one of the NIH ICs, such as NINDS, with funding authority as specified in the funding opportunity announcement (FOA).
NINDS Review Committees
The NINDS SRB is comprised of four integrated review teams aligned with the four NINDS Program Divisions. Reviews are managed within six standing study sections (listed below), or for many RFAs, within Special Emphasis Panels (SEPs) created to include members with the relevant scientific expertise. Review teams with links to current rosters are available below - designations of NINDS SEPs all start with “ZNS1".
Translational Research Review
The Translational Research Review Team manages the review of NINDS translational research programs including IGNITE, CREATE, NINDS Biomarkers programs, the Blueprint for Neurotherapeutics Network (BPN), the BRAIN initiative and medical devices.
The Neurological Sciences and Disorders A (NSD-A) subcommittee reviews applications in response to funding opportunity announcements for NINDS translational programs (IGNITE, CREATE Bio). The committee is composed of 20 standing members from academia and industry and provides first level scientific and technical merit review of research grant applications in the fields of seizure disorders; infection, inflammation, and immunity; vascular disorders and anomalies; learning, memory and cognitive dysfunction; spinal cord and head injury; regeneration and neonatal brain insults; brain, spinal cord and peripheral tumors; the developmental consequences of cerebral ischemia/hypoxia.

The Neurological Sciences and Disorders B (NSD-B) subcommittee reviews applications in response to funding opportunity announcements for NINDS translational programs (IGNITE, CREATE Bio). The committee is composed of 20 standing members from academia and industry and provides first level scientific and technical merit review of research grant applications in the fields of Parkinson’s disease; Alzheimer’s disease; frontotemporal dementia; myelination and demyelination; amyotrophic lateral sclerosis; spinal muscular atrophy; muscular dystrophies; Huntington’s disease and other triplet repeat disorders; metabolic disorders of the brain including lysosomal storage disorders; and neurodevelopmental disorders like Rett Syndrome.

Clinical Trial Review
The Clinical Research Review Team manages the review of the Clinical Trials programs including multi-site Phase III Trials, Phase II Clinical Trial Networks including NeuroNext, StrokeNet, and SIREN, and the Clinical Trial Readiness Program.
The Neurological Sciences and Disorders K (NSD-K) subcommittee reviews applications in response to funding opportunity announcements for NINDS clinical trial programs. The subcommittee, composed of 20 standing members, provides first level technical merit review of multi-center clinical trial and epidemiology grant applications for all disorders related to the mission of NINDS.

Training and Workforce Diversity Review
The Training and Workforce Diversity Review Team manages the review of the NINDS Pathway to Independence Program (K99/R00), Research Career Development Awards (K's, F's and T32's), Research Education Awards (R25s) and the NIH Blueprint Diversity Specialized Predoctoral to Postdoctoral Advancement in Neuroscience Award (D-SPAN F99/K00).
The Neurological Sciences Training Initial Review Group 1 (NST-1) subcommittee, having an authorized membership of 28 positions, is comprised of recognized authorities drawn from the clinical, translational and basic sciences related to the mission of NINDS. The subcommittee provides first level technical merit review of research career development awards (K01, K02, K08, K23, K24 and K25).

The Neurological Sciences Training Initial Review Group 1 (NST-2) subcommittee having an authorized membership of 24 positions, is comprised of recognized authorities drawn from the clinical, translational and basic sciences related to the mission of NINDS. The subcommittee provides first level technical merit review of NIH Pathway to Independence (K99/R00) and Ruth L. Kirschstein National Research Service Awards for Individual Postdoctoral Fellows (F32).

Neurological Sciences Review
The Neurological Sciences Review Team manages the review of NINDS initiatives including R35 Research Program, Morris K. Udall Centers of Excellence for PD Research, the ADRD Program, P30 Core Grants, Research Resource Grants (R24), Conference Grants (R13s) and other RFA's.

CSR Study Section Rosters

Regular Standing Study Sections and Continuing SEPs
These study sections review most of the Investigator Initiated Research Grant (R01) applications (and sometimes review small numbers of R03, R21, Conference, AREA and K applications, amongst others).
Fellowship Study Sections
These study sections review individual fellowship grant applications - F30, F31, F32, F33. An exception is for behavioral science applications that are reviewed by the regular standing study sections.
SBIR/STTR Study Sections
Small business innovation research and small business technology transfer grant application. Review panels are assembled on an ad hoc basis for each meeting; therefore, their designations and scientific emphasis may change with each review cycle.
All Other CSR Special Emphasis Panels
CSR runs a number of "one-time Special Emphasis Panel" meetings with rosters tailored to the applications under consideration. If you cannot find your panel by searching one of the above links, you will find it here. Only the current rosters are provided 30 days before the meeting.
Role of the NANDS Council
Each Institute of the National Institutes of Health maintains a national advisory council which has two general functions: (1) to advise the Institute on policy and procedures affecting the extramural research programs and (2) to provide a second level of review for all grant and cooperative agreement applications considered by the Institute for funding. Except for fellowships, the NINDS may not award a grant unless it has been recommended for support by the National Advisory Neurological Disorders and Stroke (NANDS) Council.
