Legal Status
This site displays a prototype of a “Web 2.0” version of the daily Federal Register. It is not an official legal edition of the Federal Register, and does not replace the official print version or the official electronic version on GPO’s govinfo.gov.
The documents posted on this site are XML renditions of published Federal Register documents. Each document posted on the site includes a link to the corresponding official PDF file on govinfo.gov. This prototype edition of the daily Federal Register on FederalRegister.gov will remain an unofficial informational resource until the Administrative Committee of the Federal Register (ACFR) issues a regulation granting it official legal status. For complete information about, and access to, our official publications and services, go to About the Federal Register on NARA's archives.gov.
The OFR/GPO partnership is committed to presenting accurate and reliable regulatory information on FederalRegister.gov with the objective of establishing the XML-based Federal Register as an ACFR-sanctioned publication in the future. While every effort has been made to ensure that the material on FederalRegister.gov is accurately displayed, consistent with the official SGML-based PDF version on govinfo.gov, those relying on it for legal research should verify their results against an official edition of the Federal Register. Until the ACFR grants it official status, the XML rendition of the daily Federal Register on FederalRegister.gov does not provide legal notice to the public or judicial notice to the courts.

About This Site
The Office of the Federal Register (OFR) of the National Archives and Records Administration (NARA), and the U.S. Government Publishing Office (GPO) jointly administer the FederalRegister.gov website. We developed this website to make it easier for citizens and communities to understand the regulatory process and to participate in Government decision-making.
Legal Status
Website
The OFR/GPO partnership is committed to presenting accurate and reliable regulatory information on FederalRegister.gov with the objective of eventually establishing the XML-based Federal Register as a publication officially recognized by the Administrative Committee of the Federal Register. While we try to ensure that the material on FederalRegister.gov is accurately displayed, consistent with the official PDF version on FDsys.gov, those relying on it for legal research should verify their results against an official edition of the daily Federal Register. This prototype version will remain an unofficial informational resource until the ACFR grants it official legal status. You can learn more about, including how to access, OFR’s official publications.
Copyright
Any person may reproduce or republish any material appearing in any regular or special edition of the Federal Register (1 CFR 2.6). There are no restrictions regarding what is reproduced, who can reproduce it, or where it can be reproduced.
Enhanced Content
In this HTML version, Federal Register documents are organized and displayed in an easier to read format with extensive navigation aids and links to related material, such as the Code of Federal Regulations and the United States Code. We also added various web tools and user aids designed to help people find material relevant to their interests, such as broad topical sections in six areas of interest, suggested searches for trending items, and agency “home pages” that list every Federal Register document published by an agency and its sub-agencies.
Public Inspection
This site also has the electronic Public Inspection list. Although we make a concerted effort to reproduce the original document in full, in some cases graphics may not be displayed, and non-substantive markup language may appear alongside substantive text. If you are using public inspection listings for legal research, you should verify the contents of documents against a final, official edition of the Federal Register. Only an official version of the Federal Register document provides legal notice to the public and judicial notice to the courts under 44 U.S.C. 1507.
We recommend reading the “Learn” pages of this site for more on the structure and value of the Federal Register and for an overview of the regulatory process.
Authority: The Office of the Federal Register was created in 1935 under the Federal Register Act (44 U.S.C. 1501, et seq.) and its mission was enlarged by the Administrative Procedure Act of 1946 (5 U.S.C. 551 et seq.) and the Freedom of Information Act of 1966 (5 U.S.C. 552 and 553).Federal Register regulations are published in 1 CFR chapters I and II.
Public Participation:Our goal in converting print-based material to machine-readable XML data is to make the Federal Register more searchable, more accessible, easier to digest, and easier to share with people and information systems. As we build a more user-friendly version of the Federal Register, the OFR and GPO encourage every citizen to become more involved in the workings of their government and to make their voices heard on the things that matter to them, from the smallest to the largest issues.
