Policy, Data, Oversight Human Capital Management

The Human Capital Operating Plan (HCOP) is an agency’s human capital implementation document, which describes how an agency will execute the human capital elements stated within the Agency Strategic Plan and Annual Performance Plan (APP). Program specific workforce investments and strategies (e.g., hiring, closing skill gaps, etc.) should be incorporated into the APPs as appropriate. The HCOP should clearly execute each of the four systems of the HCF. The HCOP should align with the Government Performance and Results Act (GPRA) Modernization Act of 2010, annual performance plans and timelines.

Develop and update HCOP annually in alignment and integration with the agency APP, including human capital performance goals and measures. Assess progress of HCOP human capital performance goals and measures through quarterly HRStat reviews and continuous monitoring using data such as the Federal Employee Viewpoint Survey, Benchmarking, and other data sources. Inform leadership decision-making and initiate course corrections to refine human capital goals, strategies and performance measures through HRStat reviews and continuous monitoring. Use results of HCOP implementation as an input for annual Agency Strategic Reviews with the U.S. Office of Management and Budget (OMB) and Human Capital Reviews (HCR) with OPM.
