Plant Protection Act Section 7721 Funding

The U.S. Department of Agriculture’s (USDA) Animal and Plant Health Inspection Service (APHIS) provides funding through the Plant Pest and Disease Management and Disaster Prevention Program (PPDMDPP) and the National Clean Plant Network (NCPN) Programs under the authority of the Plant Protection Act (PPA) Section 7721.

Plant Pest and Disease Management and Disaster Prevention Program

The fiscal year (FY) 2021 open period for submitting suggestions to implement the Plant Pest and Disease Management and Disaster Prevention Program (PPDMDPP) closed on August 21, 2020 and submitted suggestions are now in the review process.  APHIS has approximately $75 million available with at least $5 million going to the National Clean Plant Network (NCPN).

Through the Plant Pest and Disease Management and Disaster Prevention Program (PPDMDPP)APHIS provides funding to strengthen and safeguard the nation’s agricultural infrastructure. In FY 2020, APHIS allocated $63.075 million to support 357 projects for the PPDMDPP. 


National Clean Plant Network

The National Clean Plant Network (NCPN) provides high quality asexually propagated plant material tested for targeted plant pathogens and pests to protect the environment and ensure the global competitiveness of specialty crop producers.

The fiscal year (FY) 2021 open period for submitting proposals to implement the NCPN program closed on October 9, 2020. APHIS will provide at least $5 million to support NCPN clean plant projects nationally. In FY 2020, APHIS allocated $7.0 million to support 29 projects under the NCPN.
