Hiring Excellence

Hiring Excellence is designed to share knowledge and assist the Federal Government in attracting diverse, talented, applicants and hiring highly-qualified candidates.

  1. In response to Acquisition Hiring Challenges, the Classification and Assessment Policy Talent Acquisition and Workforce Shaping Employee Services office at OPM spearheaded a Focus Group to Explore barriers to Acquisition hiring.

    The results, and more importantly, references and resources are presented in the attached brief. Challenges and recommendations include topics such as: the Hiring Process, Lack of Qualified Candidates, Recruitment, and Retention.

  2. A new Office of Personnel Management (OPM) memo urges agencies to review how they assess job candidates. The guidance promotes simple and strategic hiring by:

    1. Analyzing and improving methods of assessing applicant quality;

    2. Involving subject matter experts in the assessment process; and

    3. Applying more rigor in determining who may be considered for the position.

  3. The Office of Personnel Management (OPM) has launched a toolkit to help agencies modernize their workplaces and human resource (HR) capabilities through reskilling and upskilling. The tools include:

    The toolkit is one of three Accelerating the Gears of Transformation Tools that OPM released to support the President’s Management Agenda’s Cross-Agency Priority Goal on Developing a Workforce for the 21st Century

  4. OPM announces updates to *UnlockTalent.gov* - an innovative and comprehensive data visualization dashboard created by OPM to help Government leaders make data driven decisions and design initiatives to improve employee engagement and the overall performance of the Federal workforce.

  5. Events and Resources for Shaping a 21st Century Federal Workforce - OPM  is pleased to announce the latest events and resources to assist agency leaders as they carry out Agency Reform Plans required by OMB Memorandum M-17-22. The attached calendar provides timely and relevant information to empower managers, strategically manage the workforce, leverage technology and support employee productivity.

  6. Federal HR Institute (FHRI) - is a key part of the government-wide initiative to grow the federal HR workforce’s capability. The FHRI curriculum establishes a single, standardized framework for federal HR practitioners.

  7. OPM Human Capital Business Reference Model (HCBRM) - defines the end-to-end lifecycle of Federal Government Human Capital Management.

  8. Performance Management Plus – Engaging for Success” OPM Web-based training course - supports agencies in maximizing employee performance, an area of focus of the U.S. Office of Management and Budget memorandum M-17-22, Comprehensive Plan for Reforming the Federal Government and Reducing the Federal Civilian Workforce.

  9. Pay and Leave Flexibilities for Recruitment and Retention course provides an overview of pay and leave flexibilities for Federal supervisors and hiring managers.
