DE-FOA-0002466: Plastics Innovation Challenge (PIC) Draft Roadmap

The purpose of this RFI is to solicit feedback from interested individuals and entities, such as industry, academia, research laboratories, government agencies, and other stakeholders on the Plastics Innovation Challenge (PIC) Draft Roadmap. This will help to to ensure the Plastics PIC is optimally positioned to address opportunities and challenges for the development and deployment of technologies for plastic waste management and reduction. This is solely a request for information.

The PIC Draft Roadmap serves as a unifying document, providing structure and aligning activities across the offices of the Department involved in this effort. The PIC considers approaches to plastic waste management from fundamental science all the way to technology development and field validation. By providing alignment within the Department, a framework to provide appropriate focus on select strategies to manage plastic waste, and objectives at every level of technical maturity, this roadmap will guide the Department in its efforts to meet the PIC 2030 goals. This RFI is intended to seek input on the PIC Draft Roadmap and DOE research plans related to the PIC from a broad array of stakeholders across the plastics landscape and the public.

DE-FOA-0002446: Hydrogen and Fuel Cells R&D 2021 FOA

The Office of Energy Efficiency and Renewable Energy (EERE) is issuing, on behalf of the Hydrogen and Fuel Cell Technologies Office (HFTO), Funding Opportunity Announcement (FOA) DE-FOA-0002446. The activities supported by this FOA are authorized under the Energy Policy Act of 2005 (EPACT 2005) Public Law 109-58 (Aug. 5, 2005), Title VIII - HYDROGEN, Sections 801 to 816. These provisions are found in the United States Code at 42 U.S.C. §§ 16151 to 16165. Title VIII authorizes the Secretary of Energy to conduct a program of research, development and demonstration on technologies relating to the production, purification, distribution, storage, and use of hydrogen energy, fuel cells, and related infrastructure.

This HFTO FY21 RD&D FOA will provide more than $33,500,000 in Federal funding for topics designed to supplement the current HFTO RD&D portfolio in the advancement of hydrogen and fuel cell technologies, with an emphasis on incentivizing collaborative progress among industry, university and national laboratory stakeholders, including coordination with the M2FCT and H2NEW Consortia. This FOA includes the following four areas of R&D:

Innovation clusters enhance national energy entrepreneurship and commercialization. The U.S. Department of Energy’s (DOE’s) Energy Program for Innovation Clusters (EPIC) Funding Opportunity Announcement (FOA) seeks to fund the most creative, comprehensive, and impactful innovation-accelerating organizations that support energy and related hardware technology development and testing in regional innovation clusters—geographic concentrations of specialized skills, industries, and technology sectors. Innovation-accelerating, entrepreneurially-focused organizations (often referred to as accelerators or incubators) are critical to the growth of an innovation economy; these organizations help entrepreneurs accelerate the launch, growth, and scale of their businesses, ultimately resulting in the commercialization of new technologies and business models, and development of jobs in the United States.

Through this FOA, the Office of Technology Transitions (OTT) seeks to support the formation and development of regional clusters supporting entrepreneurs and startups by funding innovation-accelerating organizations that demonstrate the ability to advance energy and related technologies in collaboration with and with the support of state, regional, and/or local entities. To accomplish these goals, the EPIC FOA anticipates funding four to eight innovation-accelerating organizations across the United States.

OTT welcomes as applicants organizations that aid in the development of new business ventures, business incubators and accelerators, co-working startup communities, or any other organizations and multi-organizational applicants that self-identify as advocates for innovation and entrepreneurship.

Through this competitive funding opportunity to support the formation and development of energy innovation clusters, the Office of Technology Transitions seeks to fund incubators and accelerators that demonstrate the ability to advance technology in collaboration with and with the support of state, regional, and/or local entities. To accomplish these goals, the Energy Program for Innovation Clusters (EPIC) anticipates funding approximately four to six incubators across the United States.

The objectives of this Department of Energy (DOE) Office of Energy Efficiency and Renewable Energy (EERE) Notice of Opportunity for Technical Assistance (NOTA) are to:

* Provide hydropower decision-makers—such as utilities and system operators—with National Lab expertise and capabilities to address challenges and capture opportunities for their systems;

* Validate National Lab-led modeling, analysis, and tools developed under the HydroWIRES initiative for the benefit of the broader community; and

* Further our collective understanding ofpossible roles for hydropower under evolving power system conditions that reach beyond those considered by most planners and operators today.

WPTO anticipates providing Technical Assistance (TA) to up to 6 recipients. Each recipient will receive assistance valued at up to $400,000. WPTO will provide the funding to the TA team that will provide the TA for the selected projects. There is no financial assistance available under this NOTA; only TA will be provided. WPTO will not purchase hardware, software, or provide any direct funding to selected organizations through this NOTA. Recipients will not be required to provide cash cost share, although in-kind contributions for data, information, and critical review of results are necessary for project success.

WPTO is under no obligation to pay for any costs associated with preparation or submission of applications. WPTO reserves the right to provide TA in whole or in part, to any, all, or none of the applications submitted in response to this NOTA.

DE-FOA-0002206: Connected Communities

A Connected Community (CC) is a group of grid-interactive efficient buildings GEB with diverse, flexible end use equipment and other distributed energy resources (DERs) that collectively work to maximize building, community, and grid efficiency. Under this FOA, DOE will select a portfolio of “Connected Community” projects totaling up to $65 million in varying climates, geographies, building types, building vintages, DERs utility/grid/regulatory structures and resource bases. Through funding these projects, DOE hopes to find and share technical and market solutions that will increase demand flexibility and energy efficiency.

Modification 0001: The purpose of this modification was to add Section I.C.: Teaming List, to page 18 of the FOA.

Modification 0002: The purposes of this modification were to:
1. Remove the down select language under section II.A.i. Award Information, Estimated Funding on page 20;
2. Clarify language around the Open Source Software Distribution Plan on page 46 to make it encouraged but not required;
3. Replace Appendix H - Project Evaluation.

DE-FOA-0002336: Research and Development for Advanced Water Resource Recovery Systems

In recent years a growing number of utilities responsible for clean water have been moving from strict wastewater treatment to water resource management, some formally renaming themselves as water resource recovery facilities (WRRFs). Energy efficiency in equipment, processes, and operations is a fundamental part of this transition, and energy savings in facility retrofits can reach 50 percent. In addition to energy efficiency improvements, wastewater contains about five times more energy than is needed for its treatment, creating an opportunity for new, innovative technologies and approaches to recovering that energy content.

Looking even more broadly than municipal wastewater treatment facilities - across the entire energy-water nexus - water and wastewater contain a significant amount of recoverable chemical, thermal, and hydrodynamic energy content. Treatment efficiencies and energy recovery options across the energy-water nexus create the possibility for a growing percentage of treated water and wastewater systems in municipal, industrial, agriculture, utility, oil and gas and other sectors to achieve net-zero energy consumption, and even to become net producers of energy under favorable circumstances.

Energy is often the second-highest operating cost (behind labor costs) for water and wastewater treatment systems. Black & Veatch’s client surveys indicate that energy costs at water and wastewater utilities account for well over 10% of total operating costs for a large majority of utilities, with a significant number of utilities having energy costs that exceed 30 percent. Increasingly stringent regulations for contaminants are pushing water and wastewater treatment systems to use even more advanced – and energy intensive – treatment technologies. The energy use of these systems is expected to increase by up to 20 percent in the coming decades due to more stringent water quality standards and growing water demand based on population growth. Additionally, water and wastewater treatment facilities, pipes, and related infrastructure in cities around the country are approaching their end of expected service life. Therefore, a unique window of opportunity exists to replace the aging infrastructure with new, innovative approaches to water and wastewater treatment, resource recovery, and water reuse by looking more broadly at interconnected, cross-sector opportunities (i.e. municipal, industrial, agriculture, oil and gas, etc.) across the energy-water nexus to develop water and wastewater treatment systems of the future – advanced water resource recovery systems.
The goal of this Funding Opportunity Announcement (FOA) is to conduct research, development, and deployment on technology innovations that enable advanced water resource recovery systems. Topic Area 1 of this FOA seeks to advance the development of transformative technologies beyond early stage research and development (R&D) to become pilot ready (TRL 4-6). Whereas, Topic Area 2 of this FOA seeks to test currently developed, pilot ready technologies (TRL 6-7) though design, build, and operations in industrially relevant conditions to enable commercialization.

This FOA is being issued by the U.S. Department of Energy’s (DOE) Office of Energy Efficiency and Renewable Energy (EERE) Advanced Manufacturing Office (AMO) as part of the DOE’s Water Security Grand Challenge (WSGC). The WSGC is a White House initiated, U.S. DOE led framework to advance transformational technology and innovation to meet the global need for safe, secure, and affordable water. Using a coordinated suite of prizes, competitions, R&D, and other programs, the Water Security Grand Challenge has set the following goals for the United States to reach by 2030:

Launch desalination technologies that deliver cost-competitive clean water;Transform the energy sector’s produced water from a waste to a resource;Achieve near-zero water impact for new thermoelectric power plants, and significantly lower freshwater use intensity within the existing fleet;Double resource recovery from municipal wastewater; and, Develop small, modular energy-water systems for urban, rural, tribal, national security, and disaster response settings.


As part of the WSGC, DOE announced a $1 million Water Resource Recovery Prize to accelerate resource recovery from municipal wastewater across the United States. DOE also announced the selection of the National Alliance for Water Innovation (NAWI) to lead DOE’s Energy-Water Desalination Hub, an early stage R&D consortia focused on desalination technologies. This FOA seeks to leverage these investments to further develop technologies for advanced water resource recovery systems.

DE-FOA-0002329: Assisting Federal Facilities with Energy Conservation Technologies (AFFECT) 2020

As part of the Department of Energy’s (DOE) Office of Energy Efficiency and Renewable Energy (EERE), the Federal Energy Management Program (FEMP)’s mission is to help federal agencies advance the energy efficiency, resilience, and security of their operations. FEMP assists Federal agencies in meeting energy-related goals by bringing expertise from all levels of project and policy implementation to identify affordable solutions and facilitate public-private partnerships.

FEMP’s Assisting Federal Facilities with Energy Conservation Technologies (AFFECT) 2020 Federal Agency Call (FAC) will build on FEMP’s prior AFFECT grant program efforts to provide direct funding to Federal agencies for the development of energy and water efficiency projects and processes. The purpose of the AFFECT 2020 FAC funding is to initiate, supplement, improve or otherwise increase the viability and adoption of energy efficiency and operational resilience at U.S. Federal government-owned facilities. This is accomplished through leveraging the use of a privately financed performance contract in the form of an Energy Savings Performance Contract (ESPC), ENABLE contract, or Utility Energy Service Contract (UESC) to enhance Federal agency energy efficiency goals at mission critical sites. In addition, AFFECT will address the issue of aging infrastructure and deferred maintenance and repairs. The AFFECT 2020 FAC is expected to provide ‘value added’ additions to projects allowing for greater impact from the projects in terms of energy cost savings, enhanced resilience, or improved energy- or cyber-security. FEMP also intends for the AFFECT 2020 FAC to provide demonstrated opportunities for replication of projects at other Federal facilities.

DE-FOA-0002324: Building Technologies Proving Ground – Public Sector Field Validation

The Building Technologies Proving Ground – Public Sector Field Validation funding opportunity will invest up to $10 million to allow state, local, and tribal government entities to compete for funding designed to meet U.S. Department of Energy (DOE) goals via field validation of high impact commercial building technologies. Projects under this funding opportunity announcement (FOA) will be funded by the EERE’s Building Technologies Office and administered in partnership with EERE’s Weatherization and Intergovernmental Programs Office’s State Energy Program. The objective of this funding is to generate and disseminate data on the field performance of novel approaches to integrate advanced building technologies, that can inform commercial and multi-family building efficiency, demand flexibility, and building-to-grid programs. Projects funded through this FOA will have the potential to significantly reduce energy use in U.S. commercial buildings, develop new value streams for commercial building owners, and provide the end use flexibility required to dynamically balance the distribution grid.

DE-LC-000L084: 2020 VTO Lab Call 2

EERE National Laboratory Guiding Principles require all offices to pursue a merit review of direct-funded national laboratory work. In line with these Principles, the Vehicle Technologies Office (VTO) is issuing this lab call for Fiscal Year 2021 (FY 2021) funding. VTO will award only a portion of its total planned FY 2021 lab funding through this lab call process. Labs are also selected through the standard Financial Opportunity Announcement (FOA) process and are not restricted from applying to any FOAs.

There is approximately $27 million in annual funding to fund all projects with the potential for future year funding pending appropriations, Program direction, and go/no-go decision points.

Some labs also have continuing multi-year projects that have already gone through the merit review process. These will continue to be reviewed through the annual peer review process and labs should work with VTO project and program managers to ensure that ongoing projects are appropriately included in the AOPs to meet AOP deadlines. DE-FOA-0002252: FY20 Advanced Manufacturing Office Multi-Topic FOA

AMO supports innovative, advanced-manufacturing applied research and development (R&D) projects that focus on specific, high-impact manufacturing technology and process challenges. AMO invests in foundational, energy-related, advanced-manufacturing processes (where energy costs are a determinant of competitive manufacturing) and broadly applicable platform technologies (the enabling base upon which other systems and applications can be developed). The competitively selected projects from this FOA will focus on developing next-generation manufacturing material, information, and process technologies that improve energy efficiency in energy-intensive and energy-dependent processes, and facilitate the transition of emerging, cost-competitive energy technologies to domestic production.

MODIFICATION 0003: The purpose of this modification is to clarify the restrictions on the use of coal and coal-based sources in Topic Area 2 of the FOA on page 19 and page 21:

In addition to the Topic 1, Area of Interest 2, specific requirements below, improvements to REE separation and processing should be able to handle flexible feedstocks (Figure 3). Of particular interest are technologies that can handle both raw materials and end-of-life products. Proposed technologies cannot solely target end-of-life products, or propose end-of-life products as the material choice for demonstration of the proposed technology.

Battery Critical Materials

For Topic 1 Area of Interest 2, proposed improvements to separation and processing of cobalt, lithium, manganese, and synthetic graphite may include the ability to handle flexible feedstocks, i.e. technologies that can handle both raw materials.

MODIFICATION 0001: The purpose of this modification is to add general authorities that were transferred from the U.S. Bureau of Mines to the Department of Energy, on page 8 of the FOA:

ORIGINAL ANNOUNCMENT:

Through this funding opportunity announcement (FOA), the Advanced Manufacturing Office (AMO) seeks to address gaps in domestic supply chains for key critical materials for clean energy technologies to:

- Enable domestic manufacturing of high energy efficiency and high energy density clean energy technologies;

- Diversify the domestic supply of critical materials; and

- Validate and demonstrate domestic innovative technologies to support the transition to U.S. manufacturing.

This will be accomplished through development of alternative next-generation technologies and field validation and demonstration of technologies that improve extraction, separation and processing. Key critical materials for energy technologies as defined in this FOA include: rare earth elements: neodymium (Nd), praseodymium (Pr), dysprosium (Dy), terbium (Tb), and samarium (Sm) used in permanent magnets for electric vehicle motors, wind turbine generators and high temperature applications; cobalt (Co) used in batteries used in electric vehicles (EVs) and grid storage and high temperature permanent magnets; and lithium (Li), manganese (Mn) and natural graphite used in batteries (see table below).This FOA seeks to leverage the technology and capabilities developed at the Critical Materials Institute (CMI), an Energy Innovation Hub led by Ames Laboratory and managed by DOE.

This FOA supports the achievement of AMO’s goals of enhanced productivity through innovation by focusing in three main areas: 1) next-generation manufacturing for advancing process technologies that improve energy efficiency in energy intensive and energy dependent processes; 2) modular, hybrid, and/or catalytic processes to improve energy efficiency in chemical manufacturing; and 3) connected, flexible, and efficient manufacturing facilities, products and energy systems. The FOA integrates identified research opportunities across AMO into a single funding opportunity and is intended to fund high-impact, applied research and development projects.

THIS IS A NOTICE OF INTENT (NOI) ONLY. This Notice is issued so that interested parties are aware of the EERE’s intention to issue this FOA in the near term. All of the information contained in this Notice is subject to change. EERE may issue a FOA as described herein, may issue a FOA that is significantly different from the FOA described herein, or EERE may not issue a FOA at all.

DE-FOA-0002317: ENERGY TECHNOLOGY DEPLOYMENT ON TRIBAL LANDS - 2020

This Funding Opportunity Announcement (FOA) is consistent with the principles of tribal sovereignty and self-determination, and with an all of-the-above energy strategy that recognizes the breadth of energy resources on Tribal Lands, and each Tribe’s right to use them as they see fit. Projects sought under this FOA are fuel and technology neutral. Specifically, DOE’s Office of Indian Energy is soliciting applications from Indian Tribes, which include Alaska Native Regional Corporations and Village Corporations, Intertribal Organizations, and Tribal Energy Development Organizations to:

(1) Install energy generating system(s) and energy efficiency measure(s) for Tribal Building(s) (Topic Area 1); or,

(2) Deploy community-scale energy generating system(s) or energy storage on Tribal Lands (Topic Area 2); or,

(3) Install integrated energy system(s) for autonomous operation (independent of the traditional centralized electric power grid) to power a single or multiple essential tribal facilities during emergency situations or for tribal community resilience (Topic Area 3); or,

(4) Deploy energy infrastructure and integrated energy system(s) to electrify Tribal Buildings (Topic Area 4).

The intended results of the 50% cost-shared projects selected under this FOA are to reduce or stabilize energy costs and increase energy security and resiliency for Indian Tribes and tribal members.

DOE expects to make approximately $10 million to $15 million of federal funding available for new awards under this FOA, subject to the availability of appropriated funds. The actual level of funding, if any, depends on Congressional appropriations. DOE anticipates making approximately 6 to 12 awards under this FOA. DOE may issue awards in one, multiple, or none of the topic areas.

Specific challenges include high capital needs, long development times, the need to integrate into complex systems and supply chains, the need to work with established industry in a commodity market, and the need to operate within a shifting regulatory environment.

In this complex landscape where innovation pathways encounter many market barriers, it is critical for the U.S. to build a more efficient and interconnected innovation ecosystem in order to transition to a clean energy economy. For the purpose of this RFI, we define the innovation ecosystem as the set of stakeholders (e.g. universities, business and industry, entrepreneurs and start-ups, labs and facilities, and capital providers) that can collectively enable the commercialization of clean energy technologies.

This RFI from EERE’s Office of Strategic Programs (OSP) T2M program seeks to obtain information from the broad innovation community on challenges that start-up companies face in launching and scaling their products and businesses, and understand the interventions in the clean energy innovation ecosystem that could address these challenges.

In February 2016, the Clean Energy Investment Center (CEIC) within DOE’s Office of Technology Transitions (OTT) issued a RFI on how to utilize DOE’s considerable resources and expertise to support the investor community. The questions posed in that RFI primarily addressed specific services and tools that CEIC could develop to maximize the value of DOE engagement with the investment community and support clean energy investment decision making by the public. In response to stakeholder input from that RFI, CEIC has initiated several efforts to serve the investment community, including the Laboratory-Investor Knowledge Series (LINKS), a forum for public-private discussion of the challenges and opportunities around clean energy investment, and a Lab Partnering Service to connect investors with subject matter experts at the DOE national labs. This RFI is intended to build upon DOE initiatives already underway to strengthen the clean energy innovation ecosystem in the U.S.

DE-FOA-0001421: RFI - Remote Alaskan Communities Energy Efficiency Competition

The U.S. Department of Energy is proposing a new initiative to significantly accelerate adoption of sustainable clean and energy efficiency strategies in remote rural Alaskan communities. For the purposes of this initiative, ”remote or rural areas” include communities with a population of 5,500 or less that are not connected by an all-weather road or rail to Anchorage or Fairbanks, or with a population of 1,500 or less that are connected by road or rail to Anchorage or Fairbanks. Through the proposed competitive process, the Remote Alaskan Communities Energy Efficiency Competition is being designed to empower Alaskan communities to develop solutions for effectively advancing the use of reliable, affordable, and energy efficient solutions that are applicable throughout rural communities in Alaska and potentially in other Arctic regions. It is anticipated that DOE may have up to $4 million in technical assistance and other support through this initiative. The RFI will gather input from Alaskan stakeholders as well as others to help shape the design of the competition and ensure the goals and activities of the initiative are relevant to remote rural Alaskan communities.

This FOA will enable the widespread market penetration of highly impactful solar technologies and solutions through technology research, development, and demonstration to overcome technical, institutional and market challenges.  Historically, annual funding opportunities have been separated by stage of technology development (Incubator, SolarMat, and SUNPATH). In the interest of optimizing the application and selection process, these funding opportunities have been combined into a single FOA, with the goal of bringing disruptive innovation to the solar industry in the near term that will take root in the U.S.  The total federal funding will be approximately $45M with a 20% to 50% awardee cost share required depending on the project Tier.  Projects are expected to be funded with a maximum award level of $500,000 to $10M depending on project Tier. This FOA has 5 Tiers based on the type of product (hardware or non-hardware) and product maturity.

EERE intends to issue, on behalf of the U.S. Department of Energy (DOE) Federal Energy Management Program (FEMP), a Funding Opportunity Announcement (FOA) entitled “Assisting Federal Facilities with Energy Conservation Technologies, Fiscal Year 2015 (AFFECT 2015).”  This RFI seeks input from interested parties and stakeholders regarding the subject of the anticipated FOA and related details.  If the FOA is issued, it will likely provide grants to Federal agencies for renewable energy projects that are incorporated into a privately financed performance contract, such as an Energy Savings Performance Contract or Utility Energy Service Contract, or as part of a renewable energy Power Purchase Agreement (PPA).  Applications for renewable energy projects that are financed through appropriations will also be considered.  A key merit review criterion will likely be how much private and/or agency funds are leveraged against the FEMP AFFECT grant funding. Highly leveraging outside funds through performance contracting is important, because it will lead to projects of greater impact. If the FOA is issued, it will be released at some point in Fiscal Year 2015, which began October 1, 2014 and ends September 30, 2015.

The purpose of this Request for Information (RFI) is to solicit feedback from utilities (investor-owned, municipal, and electric cooperative), the solar industry, academia, research laboratories, government agencies, and other stakeholders on issues related to the net valuation of solar photovoltaics (PV) and innovative cost-effective distributed solar PV deployment models.  EERE is specifically interested in information on the net benefits and costs of the electricity and services distributed solar PV provides (both internal and external to the transaction), including the benefits and costs distributed solar PV delivers to and receives from the electric grid.  EERE is also interested in information on emerging solar deployment models (e.g., alternative regulatory designs, shared and community solar), which can help expand access to distributed solar PV generation and grow market-based opportunities for solar deployment.  This is solely a request for information and not a Funding Opportunity Announcement (FOA).  EERE is not accepting applications.
