Lisa A. Lewis

Lisa A. Lewis serves as the deputy national coordinator for operations and chief operating officer at the Office of the National Coordinator for Health Information Technology. In these positions, she is responsible for setting the strategic direction and providing executive oversight for program integrity, enterprise risk management, ethics, budget formulation and execution, grants and contracts management, international affairs, legislative affairs, human capital, information technology, the executive secretariat, and operational services. Over the course of Ms. Lewis’ career, she has led the establishment of new organizations, developed enterprise-wide system solutions, created policies, implemented programs, and led large teams of subject matter experts.

During her first three years at ONC, Ms. Lewis served as the chief grants management officer, establishing and adroitly managing a new office, responsible for the oversight of over $1.7 billion in grants. As a recognized leader in the field of grants management, she championed innovative and cutting edge approaches to grants management and forged strong collaborative partnerships with program officials to provide a framework for ensuring program success and financial accountability. Before coming to ONC, Ms. Lewis led the establishment of the Grant Programs Directorate in the Federal Emergency Management Agency (FEMA) and served as the first Acting Assistant Administrator of the Directorate. She later served as director of the grants management division within the Grant Programs Directorate. This organization centralized all FEMA business grants management services under one Division. In this position, she was responsible for overseeing the operations of six branches, encompassing the full life cycle of grant administration. She was responsible for the grants policy development for all of FEMA’s 56 grant programs totaling over $50 billion dollars. Ms. Lewis was also responsible for awarding over 6,000 grants annually and managing close to 20,000 open grants.

Ms. Lewis has received Secretary’s awards from both the Department of Health and Human Services and the Department of Homeland Security, as well as a National Coordinator’s award. She also received a Gears of Government Award which recognizes federal employees across the government that play pivotal roles in achieving the vision of a modern, effective government that works on behalf of the American people.
