To evaluate Medicaid and the Children’s Health Insurance Program (CHIP) coverage for children, states report data to CMS about program eligibility, enrollment, operations, expenditures, and program goals. Data that states submit are included in CMS reports available to the public. Information about these data and other resources, such as CMS published papers and research reports from contractors and other non-governmental organizations are provided below.
Annual Enrollment Reports
Each year, CMS collects data from states on the children enrolled in CHIP and Medicaid as required by Section 2107(b)(1) of the Social Security Act (“the Act”). These data are reported by states into the Statistical Enrollment Data System (SEDS). The unduplicated number of children ever enrolled in Medicaid and CHIP in the federal fiscal year (FY) is published annually here.
A few notes on the data: For the purposes of SEDS, states report children “ever enrolled” in Medicaid or CHIP. “Ever enrolled” is defined as the enrollment totals for the program in which children were last enrolled in the FY, either separate CHIP, Title XXI-funded Medicaid, or Medicaid. For example, children who began the year in separate CHIP but transitioned to Medicaid would be reported in the Medicaid enrollment totals. The published CHIP enrollment totals include children enrolled in separate CHIP and Title XXI-funded Medicaid programs.
The most recent annual enrollment reports are for FY 2018. There were 45,919,430 children ever enrolled in Medicaid and CHIP during the FY 2018 reporting period. Of these 45,919,430 children, 36,287,063 children were enrolled in Medicaid and 9,632,367 children were enrolled in CHIP. CHIP Annual Reports
Under section 2108(a) of the Act, states must assess the operation of their separate CHIP and Medicaid expansion programs and the progress made in reducing the number of uncovered, low-income children. The results of the assessment are reported to the Secretary by January 1 following the end of the FY in the CHIP Annual Report Template System (CARTS). CARTS collects information about programmatic changes, performance goals, program operation, program financing, program challenges and accomplishments. Comparison of Benefits and Cost Sharing
CMS released the white paper Certification of Comparability of Pediatric Coverage Offered by Qualified Health Plans (PDF, 216.62 KB) which fulfills HHS’s responsibility under section 2105(d)(3)(C) of the Social Security Act to review and compare the benefits and cost sharing in the CHIP and qualified health plans (QHPs) in order to certify QHPs as being comparable to CHIP for pediatric benefits and cost sharing protections.
Quarterly Expenditure Reports
The CMS-21 Quarterly Expenditure reports is the state's accounting statement of actual recorded expenditures and the disposition of Federal funds which the states must submit each quarter in accordance with Sections 2105(e) and 2107(b)(1) of the Social Security Act. Expenditures reported on this form primarily include those made to initiate and expand health insurance coverage to uninsured, low-income children through a separate CHIP.
Medicaid and CHIP Application, Eligibility Determination, and Enrollment Data
All states—including the District of Columbia—provide data each month about their Medicaid and Children’s Health Insurance Programs (CHIP) eligibility and enrollment activity. These data reflect a range of indicators related to key application, eligibility, and enrollment processes within the state Medicaid and CHIP agency. CMS publicly releases data collected through the Medicaid and CHIP Performance Indicator Project through a series of monthly reports.
