The Advisory Council on Transportation Statistics (ACTS) was created with the establishment of the Department's Bureau of Transportation Statistics (BTS) in the Intermodal Surface Transportation Efficiency Act of 1991 to advise the BTS Director “on transportation statistics and analyses, including whether or not the statistics and analysis disseminated by the Bureau of Transportation Statistics are of high quality and are based upon the best available objective information” (Section 6007 of Public Law 102-240—Dec. 18, 1991).
The Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users of 2005 changed ACTS functions to “(A) advise the Director on the quality, reliability, consistency, objectivity, and relevance of transportation statistics and analyses collected, supported, or disseminated by the Bureau and the Department; (B) provide input to and review the [Transportation Statistics Annual Report]; and (C) advise the Director on methods to encourage cooperation and interoperability of transportation data collected by the Bureau, the operating administrations of the Department, States, local governments, metropolitan planning organizations, and private sector entities” (Section 5601 of Public Law 109–59—Aug. 10, 2005).
The Moving Ahead for Progress in the 21st Century Act of 2012 changed ACTS functions to advising the BTS Director on “(1) the quality, reliability, consistency, objectivity, and relevance of transportation statistics and analyses collected, supported, or disseminated by the Bureau and the Department; and (2) methods to encourage cooperation and interoperability of transportation data collected by the Bureau, the operating administrations of the Department, States, local governments, metropolitan planning organizations, and private sector entities” (Section 52011 of Public Law 112–141—July 6, 2012).
ACTS was terminated by the FAA Reauthorization Act of 2018 (Section 418(g) of Public Law 115-254—Oct. 5, 2018).
