A career member of the Senior Foreign Service, Leslie Hayden currently serves as the Counselor for IAEA Affairs, supervising the Peaceful Uses and Safeguards Sections at UNVIE.

Prior to her assignment at UNVIE, Leslie served as the Foreign Policy Advisor to Special Operations Command, CENTRAL, in Tampa, Florida.  Leslie served as a consular officer in Moscow, Russia; Political-Economic Chief in Rangoon, Burma; Chief of External Political and Political–Military Affairs in New Delhi, India, and as the Deputy Chief of Mission in Dushanbe, Tajikistan.  Leslie also served as Special Assistant to Secretaries of State Colin Powell and Condoleezza Rice, and as the Russia Director at the National Security Council in the George W. Bush and Obama Administrations.  She is married to Lee McManis, who is also a Foreign Service Officer, and is currently serving as the Public Affairs Officer in Minsk, Belarus.  Leslie and Lee are animal lovers and have been proud parents of many rescue animals during their State Department careers.  They are currently parents of one rescue cat, Lady Godiva.  Leslie enjoys reading, swimming, yoga, and designing jewelry in her free time.  She grew up in Southern California and is an identical twin.  She has a degree in Russian Language and International Relations from Brigham Young University.

Leslie is a five-time recipient of the State Department’s Superior Honor Award and was recently awarded U.S. Special Operations Command’s Outstanding Civilian Service Medal for her contribution to the mission of U.S. Special Operations Forces.

Ethan Glick has been the Counselor for UN Affairs at the U.S. Mission to International Organizations in Vienna since August 2019, leading U.S. engagement with a wide range of bodies based in Vienna, including the UN Office on Drugs and Crime (UNODC), the UN Office in Vienna (UNOV), and several others. Most recently, he served as Deputy Director of the Office of Weapons of Mass Destruction (WMD) Terrorism in the U.S. State Department’s Bureau of International Security and Nonproliferation (2016-19). A Foreign Service Officer since 1999, Ethan also served as Political Advisor to the Commander of U.S. Air Forces in Europe and Africa at Ramstein Airbase in Germany (2014-16), Political-Economic Chief at the U.S. Embassy in Tripoli, Libya (2013-14), and Deputy Political Advisor for Operations and Policy at the U.S. Mission to NATO in Brussels, Belgium (2010-13). In prior assignments, he was also State Department representative to Provincial Reconstruction Teams (PRT) in Paktya province and Parwan province in Afghanistan, desk officer for Indonesia at the State Department in Washington, political officer at the U.S. Embassies in Russia and Kazakhstan, and vice consul at the U.S. Embassy in Albania.

Prior to joining State, Ethan was a research assistant at the Center for Strategic and International Studies (CSIS) in Washington, DC, and developed training programs for a consultancy in Santiago, Chile. He earned a MA in International Affairs from the George Washington University in Washington, DC and a BA from the University of California, Santa Barbara.

Aaron Nuutinen joined the U.S. Mission to International Organizations in Vienna in August 2019. As Counselor for Multilateral and Technical Affairs, he leads engagement efforts with the UN Committee on the Peaceful Uses of Outer Space, the Comprehensive Nuclear-Test-Ban Treaty Organization Preparatory Commission, the Nuclear Suppliers Group, the Wassenaar Arrangement, and the Hague Code of Conduct Against Ballistic Missile Proliferation.

He was previously Deputy Political Counselor at the U.S. Embassy in Amman, Jordan. Prior to that, he completed assignments in Egypt, Iraq, the United Arab Emirates, and Saudi Arabia where he was Deputy Director of a bilateral program to train and equip the Saudi Ministry of Interior. Aaron also served in the Department of State’s Bureau of Near Eastern Affairs and as an embedded policy advisor for a U.S. military counter-ISIS task force in Syria and Iraq.

Aaron was born and raised in Wisconsin and earned a B.A. in political science from the University of Wisconsin. He worked 13 years in the Wisconsin legislature prior to joining the Department of State.

Justen Thomas has served as Advisor for Public Affairs at the U.S. Mission to International Organizations in Vienna since July 2018. He previously worked as First Secretary and Deputy Public Affairs Officer at the U.S. Embassy in Havana, Cuba from August 2016 until June 2018.

Prior to that, Justen was the Spanish and Portuguese-language Spokesperson for the Department of State, working from the Department’s Media Hub of the Americas in Miami, Florida. Other assignments include Staff Assistant in the Bureau of Western Hemisphere Affairs in Washington, D.C., Assistant Cultural Affairs Officer at the U.S. Embassy in Brasilia, Brazil, and Vice-Consul at the U.S. Embassy in Paris, France.

Justen holds a Master of Science degree in International Development from the University of Bristol, England and a Bachelor of Arts degree in Economics, International Relations, and Spanish from the University of Wisconsin.
