The TargetHIV website is the one-stop shop for technical assistance (TA) and training resources for HRSA's Ryan White HIV/AIDS Program (RWHAP), the federal program that funds local and state agencies to deliver HIV care for people with HIV who are uninsured or underinsured. Resources include webinars, tools, training materials, manuals, and guidelines that focus on RWHAP service delivery and agency operations.

Most resources are developed by HRSA's HIV/AIDS Bureau or with the agency's support. Materials are designed for agencies and individuals working at all levels of the U.S. public health system to support people with HIV. This includes RWHAP administrators, care providers, data managers, case managers, people with HIV, patient navigators, planning bodies, and HRSA HAB staff. Others include individuals in search of services, community-based organizations, and the general public.

Our Library organizes hundreds of resources such as webinar recordings, manuals, and best practices by topic. RWHAP: Care for Those Most in Need

The RWHAP provides HIV care to over half a million people each year—more than half of all people with HIV in the United States. Most clients are racial/ethnic and sexual minorities who live below the federal poverty level. See the HRSA HIV/AIDS Bureau website for more information about the RWHAP.

The Ryan White Infrastructure

RWHAP is organized to fill service gaps by supporting providers at all levels of the health care system, including federal, state, municipal, and community-based agencies. Funding and guidance is provided directly to hundreds of service providers, organized under “Parts.” The Parts are outlined in our Program Locator and include:

  • Part A is for hard-hit metropolitan areas and planning councils
  • Part B covers states and territories and the AIDS Drug Assistance Program
  • Part C funds community agencies
  • Part D focuses on HIV care for women, infants, children, and youth living with HIV
  • Part F covers multiple programs, including: dental, clinical training, research and demonstration projects, and global initiatives
