Susan Dibbins, Acting Chief, Office of Administrative Appeals

Susan Dibbins began serving as the acting chief of the Administrative Appeals Office (AAO) on May 1, 2020.

Background Experience/Significant Achievements

Dibbins is in her 12th year with the AAO, where she has been a branch/division chief for many years and the acting deputy chief from February through April 2020. Dibbins joined legacy Immigration and Naturalization Service in 1992 as an asylum officer in Newark, New Jersey, and has held numerous positions within INS and USCIS during her 28-year career, including the director of the Newark Asylum and the Washington Field Offices.

Education

Dibbins is a graduate of Tufts University in Medford, Massachusetts.
