FMCS provides voluntary mediation and conflict resolution services to the private sector and to Federal government agencies. Between 1982 and 2008, FMCS held a widely-acclaimed biennial national labor-management conference. These conferences educated existing and prospective FMCS customers on cutting edge labor-management relationship building and dispute resolution techniques as well as providing training in collaborative solutions to complex bargaining issues. FMCS conducted these conferences and associated activities in accord with the Agency’s statutory responsibilities under the 1978 Labor-Management Cooperation Act. Over its history, the FMCS labor-management conference gained a reputation for high-quality, for featuring nationally known speakers and workshop presenters, and for providing outstanding learning and networking opportunities for labor relations practitioners. FMCS renewed its biennial conferences in 2016.

On August 21-23, 2018, FMCS held its biennial national labor-management conference in Chicago. The expenses incurred by the agency for the 2018 conference were $137,021.36. These expenses include travel, per diem, and lodging expenses for 99 FMCS employees to attend the conference. In addition to participating, these employees also provided logistical and programming assistance at the conference.
