Arlington, VA – The U.S. Trade and Development Agency announced today that it will fund an innovative training initiative in collaboration with the U.S.-India Aviation Cooperation Program to train India’s next generation of aviation leaders.
“USTDA is leveraging its partnership with the ACP to help India achieve its aviation goals,” said Todd Abrajano, USTDA’s Chief Operating Officer and Head of Agency. “This is the kind of cooperation that represents the strong ties between our two countries and the best of our programs that are having a transformative impact on the safety, security and sustainable growth of aviation in India.”
Specifically, USTDA is funding an executive development training program that will take place in both India and the United States and provide a forum for ACP member companies and U.S. government partners to share best practices and enhance aviation sector collaboration. The training will address many of India’s priorities, including sustainability in aviation, air traffic flow management, aviation security and airport planning.
Launched in 2007, the U.S.-India Aviation Cooperation Program is a public-private partnership established to promote technical, commercial, and policy cooperation between the United States and India in the field of civil aviation.

Arlington, VA – Today, the U.S. Trade and Development Agency announced it will fund a series of initiatives to support the sustainable growth of Southeast Asia’s aviation sector in coordination with the public-private U.S.-Southeast Asia Aviation Cooperation Program (SEA ACP). USTDA also issued a call for initial proposals to expand its grant-based support for aviation sector activities across Southeast Asia.
“Collaboration in the aviation sector is more important than ever – particularly during the global pandemic – as we work to ensure that our air transportation systems are safe and secure,” said Todd Abrajano, USTDA’s Chief Operating Officer and Head of Agency. “These programs are just what ACP member companies need to share their expertise with counterparts in Southeast Asia and support their aviation development goals.”
USTDA’s initiative will include an airport management training program for Vietnamese airport operators and multiple reverse trade missions to the United States for the region’s industry leaders, covering aviation safety, airport operations and airport security checkpoint design, among other top priorities. These programs will include engagements with the Federal Aviation Administration, Transportation Security Administration and U.S. private sector partners of the SEA ACP.
“USTDA is our long-term and supportive partner. We have been working with USTDA since 2010 in the area of airport management. The USTDA training program will greatly assist our capacity-building plan, especially during the COVID-19 pandemic time, when training is critical for us. We look forward to working with USTDA and FAA on this important project,” said Do Tat Binh, Deputy General Director of the Airports Corporation of Vietnam.
Launched in 2019, the SEA ACP is a public-private partnership that works with aviation stakeholders in Southeast Asia to design programs that promote technical, policy, and commercial cooperation in civil aviation. The SEA ACP is an industry-led initiative supported by USTDA, U.S. Department of Transportation, Federal Aviation Administration, Transportation Security Administration and U.S. Department of Commerce.

“USTDA developed the U.S.-Southeast Asia Aviation Cooperation program to both seize a new opportunity and meet a critical regional need for long-term engagement in aviation between American companies and Southeast Asian countries,” said Todd Abrajano, USTDA’s Chief Operating Officer and Head of Agency. “With our action today, we are redoubling our efforts and significantly extending the range of eligible markets to also include the Pacific Islands.”

Hanoi, Vietnam – The U.S. Trade and Development Agency today unveiled its strategic vision for expanding its Indo-Pacific transportation portfolio in 2021. The announcement was made at the 2020 Indo-Pacific Business Forum, which is currently taking place virtually and in person in Hanoi.
“Partners from across the Indo-Pacific are turning to USTDA for far-reaching transportation solutions to expand mobility and extend connectivity for hundreds of millions of people,” said Todd Abrajano, USTDA’s Chief Operating Officer and Head of Agency. “We know that the best way to meet these goals is by partnering with the U.S. private sector to offer the region highest-quality solutions that are built to last.”
USTDA’s detailed transportation strategy for 2021 includes the Agency’s full range of project preparation and partnership-building activities to provide the Indo-Pacific region access to the sector’s most innovative U.S.-based technologies, solutions and expertise. Specifically, the Agency will enhance its funding of aviation safety and security activities – particularly under its U.S.-Southeast Asia Aviation Cooperation Program –and will support new projects to improve the operational efficiency of the region’s ports and inland waterways.
To support the modernization and expansion of the region’s railway networks, USTDA will devise and complete a new range of training and partnership-building activities between U.S. and Indo-Pacific rail sector leaders. In addition, the Agency will utilize its Global Infrastructure Resilience Initiative to fund transportation sector activities that prioritize resiliency fundamentals into their design and implementation.
USTDA’s 2021 engagements will also comprehensively support the U.S. government’s Indo-Pacific Strategy, which includes the Infrastructure Transaction and Assistance Network initiative.

“Some of the world’s most dynamic and emerging digital ecosystems are located in the Indo-Pacific, and this presents extraordinary partnership opportunities for U.S. industry,” said Todd Abrajano, USTDA’s Chief Operating Officer and Head of Agency. “We anticipate growing an ICT sector portfolio that will enable our Indo-Pacific partners to strengthen the delivery of essential public services and transform how the region’s consumers interact digitally.”
USTDA’s digital strategy for 2021 includes the Agency’s full range of project preparation and partnership-building activities to provide the Indo-Pacific region extensive new access to the most innovative U.S.-based ICT technologies, solutions and expertise. The Agency also announced the expansion of regional support for 5G deployment and the use of data analytics to support urban planning, smart cities and smart grids, as well as cybersecurity and healthcare. Under its Global Infrastructure Resilience Initiative, USTDA will also fund ICT activities that prioritize resiliency into their design and implementation.
The implementation of USTDA’s 2021 digital strategy will be facilitated by an expansion of the Agency’s presence across the region, with new offices planned for Manila, Philippines; Kuala Lumpur, Malaysia; and Jakarta, Indonesia. USTDA currently has a presence in New Delhi, India; Bangkok, Thailand; and Hanoi, Vietnam.
USTDA’s digital strategy will support the U.S. government’s Indo-Pacific Strategy and in particular the Digital Connectivity and Cybersecurity Partnership.
