About the CFO

Overview

The CFO's office is led by a strong team of experienced managers who work to provide sound budget development, disciplined performance review, rigorous financial management, and responsible credit administration for the Department. The office is headed by the Chief Financial Officer and Assistant Secretary for Budget and Programs, Shoshana Lew, who serves as principal fiscal advisor to the Secretary. Chief Financial Officer and Assistant Secretary for Budget and Programs

Lew is the Chief Financial Officer and Assistant Secretary for Budget and Programs at the U.S. Department of Transportation (USDOT), leading the teams responsible for providing sound budget development, disciplined performance review, rigorous financial management, and responsible credit administration for the Department. This includes a range of functions, such as leading the Department’s efforts to support formulation of the President’s Budget; financial management; serving as the key fiscal advisor to the Secretary; and serving as the Vice Chair of the USDOT “Credit Council,” which sets the Department’s credit policies and oversees credit and financing programs, including recommending the approval or disapproval of financing support for specific projects. 

Background

Ms. Lew previously served as a Deputy Assistant Secretary for Policy at USDOT, where her responsibilities included designing and implementing a cross-disciplinary team to expand access to USDOT finance programs and provide technical assistance to projects.  She also spearheaded work across the Department – and as part of a cross-government effort – to improve the efficient management of environmental review and permitting processes for infrastructure projects, with the goal of expediting their delivery and impact for communities across the country.  

Ms. Lew joined the USDOT following two years of service at the U.S. Department of the Interior, where she served as a Senior Advisor in the Bureau of Ocean Energy Management and supported the reorganization of offshore oversight functions within the Department following the Deepwater Horizon oil spill.  Her portfolio covered areas of agency jurisdiction including offshore leasing, resource evaluation, oil and gas exploration and development planning, renewable energy development, environmental analysis and studies, and budget development. 

Ms. Lew served as the Senior Policy Director for Energy and Climate Change at the White House Domestic Policy Council and as a Policy Advisor to the Deputy Director of the Office of Management and Budget – where she focused on a range of topics, including implementation and oversight of the American Recovery and Reinvestment Act (ARRA). She has also worked as a Policy Analyst at the Brookings Institution’s Metropolitan Policy Program. Ms. Lew received her master’s degree in American history from Northwestern University and her undergraduate degree from Harvard College.  


Deputy Assistant Secretary
Lana T. Hurdle

Photo of Lana HurdleLana Hurdle is Deputy Assistant Secretary. As a senior member of the CFO's team, Ms. Hurdle manages the Federal performance and budget processes for eleven separate Operating Administrations as well as for the Office of the Secretary. During her service, the Department has been ranked by the Mercatus Institute among the top two Federal agencies for its annual Performance and Accountability Report. In 2006, she received the prestigious Senior Executive Service Presidential Rank Award for her contributions in financial management throughout her Federal service.

Background

Prior to her current assignment, Ms. Hurdle served as the Chief Financial Officer for the United States Peace Corps for three separate Peace Corps Directors. She was the senior financial management official overseeing all financial management services spanning 77 countries world-wide. As the Peace Corps CFO, she received the Joint Financial Management Improvement Program Donald L. Scantlebury Award for exceptional and sustained leadership in improving financial management and internal controls at the Peace Corps following a successful major reorganization of Peace Corps’ financial operations. This was one of three awards given among all Federal and State government agencies annually. She also received the Inspector General’s Award for promoting economy, effectiveness, and efficiency at the Peace Corps.

Ms. Hurdle began her Federal government career at the Office of Management and Budget, Executive Office of the President, where she served most recently as Budget Examiner for the United States Coast Guard, the Federal Trade Commission, and the National Transportation Safety Board programs.

Ms. Hurdle received her bachelor’s degree in Government and Foreign Affairs from the University of Virginia in 1977. She lives in Arlington, Virginia where she received the Arlington County Honored Citizen Award in May 1999 for her work with the Arlington County Public Schools. Ms. Hurdle and her husband Robert are the parents of two daughters, Kelley and Whitney, and two sons, Max and Cashew.
