Guidance on State Freight Plans and State Freight Advisory Committees
The Fixing America's Surface Transportation (FAST) Act created new requirements for State Freight Plans and State Freight Advisory Committees. Guidance for both the plans and advisory committees was published in the Federal Register in October 2016. Among other requirements, States are required to create State Freight Plans in order to obligate National Highway Freight Program funds after December 4, 2017. FAST Act compliant freight plans can be found on the Information by State Web page and by selecting the desired State.
The Freight Economy
Learn more about the interconnected network of almost seven million miles of highways, local roads, railways, navigable waterways and pipelines that move food, energy, goods and raw materials to keep citizens employed, communities healthy and the Nation competitive. The Infrastructure For Rebuilding America (INFRA) program, implemented under the Nationally Significant Freight and Highway Program, is a discretionary grant program that provides dedicated funding for freight and highway projects of national and regional significance that address critical issues facing the nation's transportation infrastructure. The program creates opportunities for all levels of government and the private sector to fund infrastructure and it allows States, Metropolitan Planning Organizations (MPOs), local governments, tribal governments, special purpose districts and public authorities (including port authorities), and other parties to apply for funding to complete projects that improve safety and hold the greatest promise to eliminate freight bottlenecks and improve critical freight movements. The program will invest $4.5 billion over five years. The U.S. Department of Transportation has awarded Better Utilizing Investments to Leverage Development (BUILD) grants, which is a continuation of the Transportation Investment Generating Economic Recovery (TIGER) grant program, in ten different funding rounds since 2009 for surface transportation projects that will have a significant impact on the Nation, a metropolitan area or a region. Altogether, a total of 512 projects in all 50 states, the District of Columbia and Puerto Rico have received nearly $7.1 billion for capital investments in surface transportation infrastructure. On April 16, 2019, the Secretary announced the availability of $900 million to be awarded by DOT for the BUILD 2019 transportation grants program. Truck parking shortages are a national safety concern, and can contribute to safety issues due to fatigued drivers being unable to find parking areas to rest and to drivers parking in unsafe locations such as roadway shoulders, exit ramps, or vacant lots. To address these concerns, MAP-21 required the Jason's Law trucking parking survey, which examined states' capability to provide truck parking, assessed of truck volumes in each state, and developed a system of metrics to evaluate parking.
