Gary R. Barksdale
CHIEF POSTAL INSPECTOR
NATIONAL HEADQUARTERS
Gary R. Barksdale was appointed Chief Postal Inspector for the U.S. Postal Inspection Service in March 2019. In this role, he oversees all operations of the Postal Inspection Service, which includes its National Headquarters, 17 field divisions, two service centers, and a national forensic laboratory. Chief Barksdale is also the chairman of the Universal Postal Union’s Postal Security Group. He reports to the Postmaster General.
Prior to his appointment as Chief, Barksdale served three years as Deputy Chief Inspector at National Headquarters. He was responsible for several of the Postal Inspection Service’s functional areas, including Criminal Investigations; Communications, Governance and Strategy; and Security. He is a Certified Protection Professional (CPP®), considered worldwide as the “gold standard” certification for security management professionals.
Also during his time as Deputy Chief Inspector, Barksdale led the Postal Inspection Service fight against the nation’s opioid epidemic through the newly formed Contraband Interdiction and Investigations Group (CI2), which drives agency strategies to enhance drug interdictions. He was also instrumental in leading the Postal Inspection Service’s strategic planning, managing its responses to critical incidents, and representing the agency before Congress.
Chief Barksdale began his law enforcement career as a police officer in Chesapeake, Virginia, where he served for seven years, including four years as a detective. In 1999, Barksdale was appointed as a United States Postal Inspector. Since then, he has served in the Los Angeles, Houston, Phoenix, and Washington Divisions, as well as at National Headquarters. During his tenure as a Postal Inspector, he conducted numerous criminal investigations of identity theft, mail theft, robbery, and assaults. Barksdale has also held several executive leadership positions within the Postal Inspection Service.
Chief Barksdale received a Bachelor of Science from Old Dominion University. He is a member of the International Association of Chiefs of Police (IACP) and the International Association of Financial Investigators (IAFCI).
As the primary law enforcement arm of the United States Postal Service, the U.S. Postal Inspection Service is a highly specialized, professional organization performing investigative and security functions essential to a stable and sound postal system.
Craig Goldberg
DEPUTY CHIEF INSPECTOR
Analytics, Communications, Strategy, and Investigations
Craig Goldberg was named Deputy Chief Inspector, Headquarters – Communications, Strategy and Investigations in March 2020. As Deputy Chief, Goldberg is responsible for our Communications, Governance & Strategy; Criminal Investigations; Contraband Interdiction & Investigations, and Analytics/Cyber headquarters groups. Prior to his appointment, Inspector Goldberg served at NHQ as Acting Deputy Chief Inspector of Eastern Field Operations, where he had strategic and operational management of eight field Divisions.
DCI Goldberg joined the Postal Service in 2004; serving all of his years in federal law enforcement as a Postal Inspector. DCI Goldberg came to Headquarters after performing as Inspector in Charge over the Chicago Division and Denver Division. He earned his Bachelor of Science Degree in Business Administration from Bucknell University with a major in Accounting.
David G. Bowers
DEPUTY CHIEF INSPECTOR
Security, Forensic, and Development
As Deputy Chief – Headquarters, David Bowers is responsible for the Career Development Unit, Forensic Laboratory, and Domestic and Global Security headquarters groups. DCI Bowers was promoted to this position in November 2018. Prior to this executive appointment, DCI Bowers served as the Inspector in Charge of the Security Group at Inspection Service Headquarters.
DCI Bowers began his Postal Service career in 1987 as an Industrial Engineer and joined the ranks of the Postal Inspection Service as a Postal Inspector in 1998. He holds a Bachelor of Science degree in Industrial Engineers from the New Jersey Institute of Technology.
Robert B. Wemyss
DEPUTY CHIEF INSPECTOR
Eastern Field Operations
Deputy Chief Robert Wemyss started his Postal Inspection Service career in 1999, as a new Postal Inspector assigned to the Stockton, CA domicile. He was promoted to Deputy Chief Inspector, Western Field Operations in July 2018, and reassigned to oversee the Eastern Field Operations in March 2020. In his current position, DCI Wemyss is responsible for the strategic and operational management of eight field divisions.
Prior to his executive promotion to Deputy Chief, Wemyss served as the Inspector in Charge for the Houston, Los Angeles and Washington Divisions. DCI Wemyss earned his Bachelor of Science Degree in Criminal Justice from Old Dominion University.
Patricia Armstrong
A/DEPUTY CHIEF INSPECTOR
Western Field Operations
Patricia Armstrong began her career with the U.S. Postal Service in Scottsdale, AZ in 1985, and she became a Postal Inspector in 2002. Currently, she is serving as Acting Deputy Chief Inspector of the U.S. Postal Inspection Service’s Western Field Operations, where she is responsible for the strategic and operational management of nine field divisions. As Inspector in Charge of the Los Angeles Division, she is responsible for leading one of the largest divisions in the U. S. Postal Inspection Service, with oversight of more than 200 personnel who are based throughout Southern California.
Prior to her assignment in California, Patricia held positions with the Inspection Service in Detroit, the National Headquarters in Washington, and Phoenix. Prior to becoming a Postal Inspector, Patricia was a Customer Service Supervisor in Glendale, Arizona and started as a Rural Carrier Relief (a casual position) before becoming a career Rural Carrier. She received her Bachelor of Science Degree in Marketing from Arizona State University while working full time at the Postal Service.
