EEO Reports / Surveys

The EEOC collects workforce data from employers with more than 100 employees (lower thresholds apply to federal contractors). Employers meeting the reporting thresholds have a legal obligation to provide the data; it is not voluntary. The data is collected using the reports below and is used for a variety of purposes including enforcement, self-assessment by employers, and research. Each of the reports collects data about gender and race/ethnicity by some type of job grouping. This information is shared with other authorized federal agencies in order to avoid duplicate collection of data and reduce the burden placed on employers. Although the data is confidential, aggregated data is available to the public.

EEO-1 Component 1 Report

The 2019 EEO-1 survey is not yet opened.

UPDATE:  In light of the Coronavirus Disease 2019 (COVID-19) public health emergency, and consistent with delays in Federal reporting requirements across the government and other actions taken to relieve employers of unnecessary burdens during this crisis, the Commission has delayed the opening of the 2019 EEO-1 Component 1 Data Collection to a time when the agency anticipates that filers will have resumed more normal operations.  See May 8, 2020 Federal Register Notice Delay in Opening of 2019 EEO-1 Component 1 and 2020 EEO-3 and 2020 EEO-5 Data Collections due to the Coronavirus Disease 2019 (COVID-19) Public Health Emergency

On June 12, 2020, the EEOC received final approval from the Office of Management and Budget (OMB) to collect EEO-1 workforce demographic data (EEO-1 Component 1 data) from covered employers. The EEOC expects to begin collecting the 2019 EEO-1 Component 1 data along with the 2020 EEO-1 Component 1 data in March 2021 and will notify filers of the precise date the collections will open as soon as it is available. 

The opening of the 2019 and 2020 EEO-1 Component 1 Data Collections, as well as the new deadline date, will be announced by posting a notice on the EEOC home page at www.eeoc.gov and sending a notification letter to eligible EEO-1 filers. When the collections open, the EEOC will provide online resources to assist filers with their submissions and the EEOC Employer Data Team Helpdesk will be available to respond to filer inquiries and to provide additional filing assistance (including, for example, guidance on processing mergers and acquisitions and other corporate changes).

The 2018 Component 1 EEO-1 survey is closed. The deadline to submit EEO-1 data was May 31, 2019.  Findings from that survey year can be found here: https://www.eeoc.gov/statistics/employment/jobpatterns/eeo1/2018.

EEO-3 Report

EEO-3 filers should begin preparing to submit data in 2021.  The EEOC expects to begin collecting the 2020 EEO-3 in January 2021 and will notify filers of the precise date the survey will open as soon as it is available. 

The opening of the EEO-3 collection, as well as the new deadline date, will be announced by posting a notice on the EEOC home page at www.eeoc.gov and sending a notification letter to eligible filers.  When the collection opens, the EEOC will provide online resources to assist filers with their submissions and the EEOC Employer Data Team Helpdesk will be available to respond to filer inquiries and to provide additional filing assistance.

The 2018 EEO-3 Survey is CLOSED.

The EEO-3 Report, formally known as the Local Union Report, is a biennial survey conducted every other year in the even calendar years.  The filing deadline was December 31, 2018.

EEO-4 Report

The 2019 EEO-4 Survey is CLOSED. The U.S. Equal Employment Opportunity Commission (EEOC) officially opened the 2019 EEO-4 survey on August 6, 2019. The deadline to submit EEO-4 data was September 30, 2019.

The EEO-4 Report, formally known as the State and Local Government Report, is collected in odd-numbered years from State and Local governments.

EEO-5 Report

The 2018 EEO-5 Survey is CLOSED.

The EEO-5 Report, formally known as the Elementary-Secondary Staff Information Report, is a joint requirement of the EEOC and the Office for Civil Rights (OCR) of the Department of Education. It is conducted biennially, in the even numbered years, and covers all public elementary and secondary school districts with 100 or more employees in the United States. The filing deadline was November 30, 2018.
