Topic and Question Identification

In this step, the Departments identified topics and scientific questions to be examined in the review of the evidence supporting the development of the 2020-2025 edition of the Dietary Guidelines. USDA and HHS added this step to promote a deliberate and transparent process.

USDA and HHS proposed initial topics for the 2020-2025 Dietary Guidelines and posted the topics and questions for public comment. The topics and questions were refined based on public and agency input. The topics and supporting questions focused on priority scientific questions from birth into older adulthood and reflected a continued focus on patterns of what we eat and drink as a whole, on average and over time.

Advisory Committee Selection

USDA and HHS requested public nominations to the 2020 Dietary Guidelines Advisory Committee from September 6 through October 6, 2018. The final list of topics and supporting scientific questions were made available with the call for nominations so the public could consider areas of expertise needed on the Committee when submitting nominations. The members of the 2020 Advisory Committee were announced in February 2019.

    Advisory Committee's Scientific Review

The 2020 Dietary Guidelines Advisory Committee reviewed the body of scientific evidence on nutrition and health from birth into older adulthood. The review began at the first public meeting held in March 2019 and ended with the submission of the Scientific Report of the 2020 Dietary Guidelines Advisory Committee to the Secretaries of USDA and HHS in June 2020. The Advisory Committee discussed its review of the evidence during five public meetings. Prior to submitting its Scientific Report to the Departments, the Committee held a final public meeting in June 2020 to discuss the draft report. The public was invited to attend all meetings of the Advisory Committee and throughout the length of its review, also was  encouraged to submit comments to the Advisory Committee related to the topics and supporting scientific questions being examined.

    USDA/HHS Dietary Guidelines Development

Each edition of the Dietary Guidelines that USDA and HHS develop builds upon the previous edition, with scientific justification for changes informed by the Advisory Committee’s Scientific Report. The Scientific Report is a resource that helps to inform USDA and HHS’ development of the Dietary Guidelines -- it is not a draft of the Dietary Guidelines

As USDA and HHS work together to develop the 2020-2025 Dietary Guidelines for Americans, the Departments will consider the Scientific Report of the 2020 Dietary Guidelines Advisory Committee – along with input from Federal agencies and the public.
