NATO Facility Security Clearance Certificate (NFSCC) Requests from NATO Agencies

A NATO Facility Security Clearance Certificate (NFSCC) is required for the prime contractor to directly support a NATO Agency. A NATO Agency must submit an official request to DCSA. A U.S. facility qualifies for a NFSCC if it has an equivalent U.S. FCL and its personnel have been briefed on NATO procedures. DCSA will issue the NFSCC to the appropriate NATO Agency and notify the contractor. DCSA does not issue a NFSCC during the bidding process. Upon an official request from the NATO Agency, DCSA will verify a U.S. facility’s clearance. NATO Agency requests for NATO FSCCs pertaining to U.S. cleared facilities can be directed to dcsa.iab@mail.mil.

Upon contract award, the NATO Contracting Agency will typically provide classification guidance to the contractor in the form of a NATO Security Aspects Letter. Prior to subcontracting a NATO contract, approval must be obtained from the NATO contracting Agency.  U.S. facilities are required to notify their Industrial Security Representative upon award of a NATO contract as the Prime.  When a facility has a need to safeguard NATO Secret and above on a continuing basis, in performance of the contract, they are required to be established as a NATO Control Point under the DCSA Sub-Registry. Submit the request to the DCSA Sub-Registry at dcsa.stanag@mail.mil. Include a copy of the Security Aspects Letter and Security Requirements.

DCSA Sub-Registry
DCSA is recognized as the NATO sub-registry responsible for establishing cleared contractor facilities as NATO control points to ensure compliance and accountability.

NATO Control Point
Required when a facility has a need to safeguard NATO Secret and above on a continuing basis, in performance of a contract.  Access elsewhere facilities are not required to be a NATO Control Point. Submit the request to the DCSA Sub-Registry at dcsa.stanag@mail.mil. Include a copy of the DD254 or Security Aspects Letter.

A formal review of the NATO Control Point is conducted on a 24 month cycle to ensure compliance with the established NATO standards and requirements for safeguarding classified. The NATO Control Point Inspection ensures compliance with Information Security, Physical Security, Storage, Accountability, Personnel Security, Emergency Planning, and Security Awareness.

A NATO Control Point will be disestablished after contract termination and/or it is determined there is no longer a need to safeguard NATO Secret and above in performance of an active contract. NATO Secret and higher material must be destroyed or transferred.

NATO Standard Agreements
Cleared industry in need of NATO Standard Agreements (STANAGs) and directives are required to requisition these documents through the DCSA Sub-Registry.

Submit the request along with a copy of the request for proposal (RFP) and/or contract agreement to DCSA.STANAG@mail.mil.
Facilities safeguarding NATO Secret and above on a continual basis are required to be established as a NATO Control Point under the DCSA Sub-Registry.
