Deputy Associate Administrator for Federal Sealift
Captain Douglas M. Harrington
Captain Harrington joined the Maritime Administration in 2015 where from 2015-2016 he managed the MARAD Command Center, the Ready Reserve Force ship activations, and the National Defense Reserve Fleet ship operations while assigned to MARAD's Division of Sealift Operations & Emergency Response. He oversaw emergency preparedness activities when activated under Emergency Support Function-1 for the Department of Transportation.
Doug became a member of the Senior Executive Service in August 2019 when accepted the position of Deputy Associate Administrator for Federal Sealift on located in the Office of Strategic Sealift, Maritime Administration.
He is responsible for the operations and resource management of the National Defense Reserve Fleet (NDRF), including forty-six ships of the Ready Reserve Force (RRF), NDRF training ships, Divisional Field Offices, National Defense Reserve Fleet sites, and oversight of the Office of Ship Disposal Programs.
From 2016-2019, Doug served as Deputy Director for Ship Operations, his primary responsibility was to coordinate resource programming with the CNO’s Strategic Mobility/Combat Logistics Division to support a nearly $2B, multi-year service contract for MARAD’s commercial RRF ship managers, and NDRF operations.
Captain Harrington has sailed in the U.S. Merchant Marine since 1991 and been assigned to oil tankers, container ships, bulk cargo, and roll-on roll-off vessels, and has been licensed as a Master Mariner since 1997. He sailed in domestic and international trades including as Master of a commercial, U.S.-flag oil tanker, and as Master for U.S. Naval Ships of the Military Sealift Command. He maintains an unlimited Master's license, any gross tons, oceans.
While serving on active duty and mobilization assignments in the U.S. Navy, he qualified as a Surface Warfare Officer, Strategic Sealift Officer and is a Joint Qualified Officer-Level III.
Major staff assignments included the Deputy Under Secretary of the Navy staff, Chief of Naval Operations staff (OPNAV N2/N6E), Multi-National Force-Iraq, and the National Maritime Intelligence-Integration Office. Selected Reserve assignments included Naval Control of Shipping, Naval Coastal Warfare, Office of Naval Intelligence, U.S. Fleet Forces Command, U.S. Second Fleet, and U.S. Transportation Command Joint Enabling Capabilities Command.
Captain Harrington is a graduate of the Maine Maritime Academy, and the Harvard Kennedy School's, Senior Managers in Government program. During service as a U.S. Merchant Marine officer, he completed the National Sealift Training Program and was awarded the Merchant Marine Expeditionary Medal for Operation Iraqi Freedom.
