The Intelligent Transportation Systems Joint Program Office (ITS JPO), within the Office of the Assistant Secretary for Research and Technology (OST-R), is charged with executing Subtitle C- Intelligent Transportation System Research of Public Law 109-59 Safe Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users, enacted August 10, 2005.

The ITS JPO’s vision is to accelerate the use of ITS to transform the way society moves. The ITS JPO’s purpose is to spur the development and use of ITS to move people and goods more safely and efficiently.

Our Mission

The ITS JPO leads collaborative and innovative research, development, and implementation of intelligent transportation systems to improve the safety and mobility of people and goods.

Our Organization and Leadership

Kenneth Leonard is the director of the ITS Joint Program Office (JPO), which is comprised of program managers and coordinators of the U.S. DOT's multimodal ITS initiatives. In addition, individual staff members manage technology transfer functions, such as architecture and standards development, professional capacity building, and evaluation.

The ITS JPO collaborates across modal administrations to coordinate and plan the U.S. DOT’s multimodal ITS technology research program, working toward improving transportation safety, mobility, and efficiency and enhancing productivity through the integration of innovative technologies into the nation’s transportation system. These agencies include:

• Federal Highway Administration (FHWA)
• Federal Motor Carrier Safety Administration (FMCSA)
• Federal Transit Administration (FTA)
• Federal Railroad Administration (FRA)
• National Highway Traffic Safety Administration (NHTSA)
• Maritime Administration (MARAD)
• Pipeline and Hazardous Materials Safety Administration
• St. Lawrence Seaway Development Corporation

The ITS program director leads the JPO, which is comprised of program managers and coordinators of the US DOT's multimodal ITS initiatives. In addition, individual staff members manage technology transfer functions, such as National ITS Architecture development and maintenance, Standards development, professional capacity building and program assessment.

Snapshot of Federal ITS Research

Over the past three decades, the ITS JPO has initiated research that has led to numerous successes. Its work has enabled intelligent transportation technology to be integrated into vehicles and infrastructure and has catalyzed existing and planned deployments by government agencies and private entities. As the private sector’s role in technology development and implementation has accelerated, the ITS JPO has funded training and outreach activities to develop a modern workforce that can adapt to new technology needs. Coordinating with states, local communities, and the private sector, the ITS JPO continues to help in implementing and evaluating new emerging technologies and collaborating on research advancing interoperability.
